Job description

The expected salary range for this position is $106,400.00 - $125,010.60. Employees in specific high cost of labor locations in the United States (such as San Francisco, CA and Seattle, WA) may qualify for a geographic differential. Overview:
The Grant Monitoring, Evaluation, and Learning (MEL) Specialist III provides advanced technical leadership and oversight for monitoring, evaluation, learning, and performance management for the multi-national level implementation of a very-large institutional grant-funded program or project, which may be implemented solely by Compassion or as part of a consortium of NGOs. This includes MEL leadership throughout the full project lifecycle, from proposal development through closeout. The Grants MEL Specialist III ensures that program monitoring, indicator tracking, data collection, measurement methodologies, reporting processes, and learning agendas align with donor requirements, organizational standards, and industry best practices. They will work in close collaboration with partner NGOs, national offices, global program stakeholders, and institutional grant management staff, and will provide technical guidance and capacity strengthening on MEL systems, data quality, knowledge management, and donor reporting requirements. The role may coach and mentor colleagues and contributes to strengthening organizational MEL capacity. Experience leveraging digital tools and technology solutions for monitoring, evaluation, learning, and data management is highly desirable.

Abides by all behavioral expectations in Compassion's Statement of Commitment to Child Protection and Code of Conduct. Reports any concerns of abuse, neglect or exploitation of children through Compassion's internal reporting process and appropriately supports responses to incidents if they occur.
  • Supports overall holistic child development and provides ongoing subject matter expertise in monitoring, evaluating and learning for institutional grants. May provide technical advice on MEL to partner NGOs, national office, regional, and global staff.
  • Designs and strengthens monitoring, evaluation, and learning (MEL) systems for a complex institutional donor-funded program, ensuring alignment with donor requirements, Compassion standards, and program objectives throughout the grant lifecycle.
  • Works collaboratively to provide technical support during proposal development, as needed, by contributing to theories of change, logical frameworks, performance measurement plans, indicators, targets, data collection methodologies, evaluation approaches, and learning agendas.
  • With the program and global team, oversees program performance monitoring and results measurement, ensuring timely and accurate collection, validation, analysis, and reporting of program data and performance indicators, for Compassion and partners.
  • Ensures compliance with donor and organizational requirements related to MEL, performance management, data quality, documentation, and reporting for the grant. Supports readiness for donor reviews, evaluations, and audits related to program performance, alongside partners.
  • May conduct quantitative and qualitative analyses to identify trends, assess program effectiveness, generate actionable insights, and support evidence-based decision-making.
  • Maintains data quality assurance processes, tools, and guidance that promote the integrity, reliability, and appropriate use of program data.
  • Supports organizational learning and knowledge management by facilitating the capture, sharing, and application of lessons learned, evaluation findings, promising practices, and program evidence.
  • Leverages digital tools, data systems, dashboards, and technology solutions to improve data collection, analysis, visualization, reporting, and organizational learning.
  • May coach and provide technical expertise to other professionals and support staff in the monitoring and evaluation discipline.

Requirements:
  • Bachelor's degree in Monitoring & Evaluation, International Development, Social Sciences, Public Health, Statistics, or a related field.
  • 7+ years of experience leading Monitoring, Evaluation & Learning (MEL) for complex international development programs.
  • Proven success supporting large institutional donor-funded grants and donor compliance requirements.
  • Strong expertise in performance measurement, indicator tracking, data quality assurance, and reporting.
  • Proficiency with MEL technologies, data collection platforms, dashboards, and data visualization tools.
