Job Summary:
True Anomaly is a company focused on delivering decisive capabilities for space superiority through innovative technology. They are seeking a Technical Program Manager with a strong software development background to drive program execution and ensure the successful delivery of complex software products for defense and government customers.
Responsibilities:
โ€ข Lead the end-to-end planning, execution, and delivery of Mosaic, our software product, for defense and government customers.
โ€ข Own program execution: define delivery plans, manage scope and milestones, and drive accountability across engineering and cross-functional teams.
โ€ข Serve as the primary delivery interface with internal teams and external stakeholders, including defense primes, government PMs, and contracting authorities.
โ€ข Translate product requirements into actionable technical plans in partnership with Product, ensuring alignment with engineering architecture and mission needs.
โ€ข Participate in architectural discussions, highlighting risks, identifying gaps, and ensuring decisions support delivery timelines, security posture, and system reliability.
โ€ข Manage and resolve cross-team dependencies across software engineering, QA, security, compliance, and operations; maintain a real-time dependency map for all initiatives.
โ€ข Track program performance using execution metrics (velocity, predictability, defect trends, release readiness) and drive continuous improvement.
โ€ข Proactively identify and manage risks, tradeoffs, and blockers; escalate and recommend decisions when schedule, scope, or resources misalign.
โ€ข Ensure compliance with government standards and secure development practices (e.g., ATO, RMF, NIST 800-171, DFARS).
โ€ข Support proposal writing, contract execution, and customer briefings, including evolving requirements, baselines, and contractual milestones.
โ€ข Thrive in a high-ambiguity, fast-paced environment, creating structure, clarity, and alignment where needed.
Qualifications:
Required:
โ€ข 5+ years of experience in technical program management, software engineering, or related technical leadership roles.
โ€ข Proven track record leading execution of complex SaaS or mission-critical systems; experience with defense, aerospace, or dual-use technology strongly preferred.
โ€ข Strong technical understanding of distributed systems, cloud architectures, APIs, and secure software development practices.
โ€ข Deep familiarity with Agile/Scrum/Kanban processes and software lifecycle management.
โ€ข Exceptional communication skills across technical and non-technical partners, including government stakeholders.
โ€ข Experience with regulated or compliance-driven environments (ATO, RMF, NIST 800-53, DFARS, etc.).
โ€ข U.S. citizenship required; ability to obtain and maintain a security clearance if not already held.
Preferred:
โ€ข Experience with Jira, Confluence, and other software tracking tools
โ€ข Familiarity with secure development practices and accreditation processes (ATO, RMF, etc.)
โ€ข Background in computer science, engineering, or a related technical field
โ€ข PMP or Agile certification is a plus
