Job description

Responsibilities
The Sponsor, a Product Line Manager (PLM), requires a qualified individual with program management and Systems Engineering and Technical Assistance (SETA) expertise to assist with the development, management, and maintenance of complex transition schedules and roadmaps for a suite of IT networks across multiple organizations. This person will work closely with programs at the enterprise level to ensure seamless transitions, establish realistic milestones, and coordinate with various stakeholders to facilitate on-time delivery. Key responsibilities include:
  • Develop and maintain detailed transition strategies, master schedules, and implementation roadmaps, including dependencies and critical path activities involving WAN, WLAN, SD-WAN, firewalls, secure gateways, cloud connectivity, and data center networks.
  • Track critical milestones related to, but not limited to, Bill of Materials (BOM), transition/install team readiness, and shipment of equipment.
  • Coordinate with Product Lines to achieve favorable Operational Readiness Review (ORR) outcomes.
  • Ensure projects are delivered on time, within budget, and aligned to the Sponsor's priorities and policies.
  • Collaborate with programs and stakeholders to establish realistic milestones, control gates, and dependencies to ensure awareness and buy-in of transition schedules and roadmaps.
  • Coordinate with engineers, installers, and other stakeholders to sequence activities to facilitate timely execution and concurrence of transition schedules and roadmaps.
  • Ensure all transition activities comply with government security frameworks, policies, and standards.
  • Establish and maintain strong project governance, reporting, and assurance mechanisms, and work with PLMs to provide regular updates and status reports to stakeholders, including out briefings and executive-level summaries.
  • Collaborate with PLMs and other stakeholders across program boundaries to identify, assess, mitigate, and manage technical, operational, and security risks that impact schedules.
  • Identify and mitigate potential scheduling conflicts and risks.
  • Oversee change management processes in accordance with government change control standards, in coordination with PLMs and stakeholders.
  • Ensure audit readiness and maintain comprehensive project documentation.
  • Validate overall operational readiness of a given system prior to its operationalization.
  • Engage and manage senior stakeholders across all mission partners.
  • Serve as the primary escalation point for transition-related issues and risks, and coordinate across the program to update schedules by working with all stakeholders.
  • Prepare and deliver executive briefings, status reports, and ministerial-level updates where required.
  • Coordinate cross-agency dependencies and resolve scheduling conflicts impacting delivery.
  • Provide technical transition oversight.
  • Manage third-party vendors, system integrators, and service providers.
  • Ensure all vendor deliverables meet contractual, SLA, and security obligations.
  • Support procurement, contract transitions, and service onboarding/offboarding.
  • Ensure successful handover to government operations and support teams.
  • Confirm service acceptance criteria, performance benchmarks, and support models are met.
  • Lead post-implementation review and continuous improvement initiatives.

Qualifications
  • Must possess and maintain a TS/SCI clearance with Polygraph
  • A degree (or equivalent experience) in Information Technology, Engineering, or a related discipline
  • BS 12-15, MS 10-13, PhD 10+
  • Experience in IT or network project/program management
  • Demonstrated experience delivering projects within a public sector environment
  • Experience working on complex transition programs, including network migrations and technology refreshes
  • Extensive experience in developing and managing complex project schedules and roadmaps
  • Strong knowledge of scheduling tools and methodologies (e.g., MS Project, ServiceNow Project module)
  • Proven ability to manage multiple workstreams, dependencies, and inter-organizational coordination
  • Knowledge of:
    • Sponsor Project Management Frameworks
    • Waterfall, Agile, and Hybrid delivery methodologies
    • ITIL Service Transition principles
    • Strategic planning and resource management processes
    • Planning and execution processes
    • Business resource planning practices and cost analysis methodologies
    • Quality assurance procedures to ensure data integrity and timeliness of data
    • Economic and accounting principles and practices
    • Program risk assessment principles and processes
  • Ability to apply analytic, diagnostic, and quantitative techniques sufficient to identify, evaluate, and recommend to managers substantive solutions to resolve interrelated quantitative analytical problems and issues
  • Strong understanding of enterprise and government network environments
  • Familiarity with all network environments within the Sponsor's organization, including protected environments and high-availability systems
  • Familiarity with cloud and hybrid networking in regulated environments
  • Exceptional stakeholder engagement and executive communication skills
  • Strong leadership, negotiation, and decision-making abilities
  • Ability to operate effectively under pressure during critical cutovers
