Program Overview:

The Defense Enclave Services (DES) contract provides network modernization for Defense Agencies and Field Activities in partnership with the Defense Information Systems Agency (DISA). DES is delivering a modern, unified enterprise infrastructure that enables cohesive combat support capabilities for the warfighter.

Position Summary:

Leidos is seeking an experienced Network Support Manager to lead a multi-disciplinary workforce supporting critical enterprise network operations at Fort Meade, MD.

This position is responsible for the leadership, development, and performance of a team consisting of Leidos and subcontractor personnel, including:

  • Network Engineers

  • Enterprise VoIP (EVoIP) Engineers

  • Structured Cabling and Installation Technicians

  • Test Lab Engineers

The successful candidate will provide operational leadership across network infrastructure services, drive team performance, ensure service delivery excellence, and serve as a key interface between Leidos, subcontractor partners, DISA, and customer stakeholders.

Clearance:

  • Must currently hold an Active Secret clearance or higher to be considered. (U.S. Citizenship required).

Primary Responsibilities:

Team Leadership & Workforce Management

  • Lead, mentor, and supervise a team of 20+ Leidos and subcontractor personnel across multiple technical disciplines.

  • Foster a culture of accountability, collaboration, safety, innovation, and continuous improvement.

  • Establish priorities, assign work, monitor performance, and support employee growth and development.

  • Coordinate staffing, resource allocation, and workforce planning to ensure mission requirements are met.

  • Build strong partnerships with subcontractor leadership to ensure seamless integration and execution.

Operational Leadership:

  • Direct daily operations supporting enterprise network infrastructure and associated services.

  • Ensure operational readiness and service delivery for:

    • Enterprise Routing and Switching

    • Network Security and Perimeter Services

    • Enterprise VoIP (EVoIP)

    • Physical Layer Infrastructure and Cabling

    • Wireless Infrastructure

    • Network Test and Integration Laboratories

  • Monitor operational performance metrics and drive corrective actions when necessary.

  • Coordinate infrastructure maintenance, outage response, and restoration activities.

Customer & Stakeholder Engagement:

  • Serve as the primary operational interface between Leidos leadership, subcontractor partners, DISA, and customer stakeholders.

  • Provide operational status updates, executive briefings, risk assessments, and performance reporting.

  • Support customer meetings, technical reviews, and strategic planning initiatives.

  • Develop and maintain strong working relationships across program teams and external organizations.

Service Excellence & Continuous Improvement:

  • Review incident trends, root cause analyses, and performance data to identify opportunities for improvement.

  • Lead initiatives that enhance operational efficiency, service quality, and customer satisfaction.

  • Evaluate emerging technologies and operational best practices to improve infrastructure operations.

  • Ensure compliance with program requirements, DoD policies, and service management processes.

Program Execution:

  • Support achievement of program objectives, service level agreements (SLAs), and mission outcomes.

  • Collaborate with engineering, cybersecurity, and service management teams to resolve complex issues.

  • Lead cross-functional efforts in a dynamic, fast-paced operational environment.

  • Support globally distributed operations and occasional travel requirements.


Basic Qualifications (Must haves):

  • BA/BS or equivalent experience and 5+ years or prior relevant experience or Masters with 3+ years of prior relevant experience. Generally has 2+ years of experience supervising or leading teams or projects. (additional experience may be considered in lieu of degree).

  • 5+ years of experience leading technical teams or managing projects/programs of similar scope and complexity.

  • Demonstrated experience managing diverse technical workforces, including subcontractor personnel.

  • Strong leadership, communication, presentation, and interpersonal skills.

  • Experience supporting enterprise network operations, telecommunications, or infrastructure services.

  • Ability to coordinate across multiple organizations and resolve cross-functional issues.

  • Active Secret clearance required prior to start (U.S. Citizenship required).

Preferred Qualifications:

  • DoD 8570 IAT Level II certification (or higher).

  • ITIL Foundation certification.

  • PMP certification.

  • Experience supporting DISA or large-scale DoD enterprise environments.

  • Knowledge of DoD Enterprise Service Management Framework (DESMF).

  • Experience managing geographically dispersed teams supporting 24x7 operations.

  • Strong understanding of enterprise networking, EVoIP, structured cabling, and test/integration environments.

  • Proven ability to drive innovation, process improvement, and operational transformation.
