Job Description: The Quality Control Specialist (Commissioning) is responsible for ensuring that all building systems are installed, tested, and operating in accordance with NAVFAC project requirements, contract documents, and the Owner's operational needs. The Quality Control Specialist (Commissioning) will coordinate closely with government representatives, contractors, and commissioning authorities to deliver high-quality, mission-ready facilities.

Duties & Responsibilities:

Commissioning & Quality Control

  • Implement and manage the Interim and Final Construction Phase Commissioning Plans in compliance with NAVFAC specifications.
  • Ensure required submissions are completed within mandated timelines:
  • Maintain commissioning documentation including:
    • Daily Report Logs
    • Commissioning Action Logs
    • Meeting Minutes
    • Progress Acceptance Criteria
  • Ensure all approved documentation is properly filed (e.g., Sustainability eNotebook).

Testing & System Verification

  • Coordinate and oversee: Pre-Functional Checks (PFCs), Functional Performance Tests (FPTs), Integrated Systems Testing, Electrical Acceptance Testing
  • Support development and execution of: Mechanical startup verification procedures and mechanical/electrical performance test protocols
  • Verify that all systems are installed, calibrated, and operational prior to testing.
  • Witness testing activities alongside the Commissioning Authority and Government personnel.

Documentation & Checklists

  • Develop and maintain:
    • Pre-Functional Checklists tailored to construction documents and manufacturer requirements
    • Functional Performance Test Checklists with detailed procedures, expected results, and conclusions
    • Building Envelope Inspection Checklists to verify air tightness and system integrity
  • Ensure all testing includes required conditions:
    • Date, time, and environmental conditions
    • System performance results and compliance conclusions
  • Clearly document recommendations for system acceptance or rejection.

Coordination & Communication

  • Coordinate closely with:
    • NAVFAC / COTR (Contracting Officer's Technical Representative)
    • Commissioning Authority and Government Commissioning Authority
    • General Contractor (GC) and subcontractors
    • Mechanical, Electrical, Plumbing, Controls, and TAB contractors
    • Architect/Engineer (A/E) teams
  • Participate in commissioning meetings and ensure timely resolution of deficiencies.
  • Track and follow up on commissioning action items through completion.

Systems & Scope of Work

Commissioning activities will include but are not limited to:

  • HVAC and refrigeration systems (mechanical and passive)
  • Building automation and control systems
  • Lighting and lighting control systems (daylighting, occupancy sensors, dimming, etc.)
  • Domestic hot water and water systems
  • Pumping, mixing, and purification systems
  • Energy management and demand control systems
  • Building envelope systems, with emphasis on air-tightness verification
  • Coordination with third-party envelope testing specialists

Qualifications:

  • Bachelor's degree in Construction Management, Engineering, or related field (or equivalent work experience).
  • Minimum 5 years of construction quality control experience, commissioning, or construction management
  • Strong understanding of commissioning processes (Pre-functional inspections, functional performance testing, integrated systems testing)
  • Ability to read and interpret construction drawings, specifications and NAVFAC requirements
  • Strong documentation, organizational, and communication skills
  • Ability to obtain access to U.S. Government Installations through the Defense Biometric Identification System (DBIDS)
  • Preferred certifications:
    • Experience with NAVFAC or USACE commissioning specifications
  • Certifications such as: Certified Commissioning Professional (CCP), ACG Commissioning Authority certification, Construction Quality Management for Contractors (CQM-C)
