Kundlas Consulting Group LLC is a professional consulting firm specializing in construction inspection and compliance services for public infrastructure projects. Our core services include on-site inspection of roadway, bridge, and utility construction to ensure adherence to engineering specifications, safety standards, and contract requirements. We support clients with daily reporting, materials testing coordination, schedule tracking, and quality assurance oversight. Additional services include project management, grants management for federally funded infrastructure and disaster recovery programs.

About the Role:

The Quality Control Manager will support the U.S. Army Corps of Engineers (USACE) READI contract by overseeing Quality Assurance and Quality Control (QA/QC) procedures for Architectural-Engineering (A-E) deliverables associated with emergency response, disaster recovery, infrastructure restoration, and resiliency projects. This role is responsible for ensuring that all technical deliverables meet USACE quality standards, contract requirements, applicable codes and regulations, and industry best practices.

The Quality Control Manager will develop, implement, and manage comprehensive QA/QC processes for engineering studies, designs, plans, specifications, reports, and other technical deliverables. The position requires coordination with architects, engineers, environmental professionals, project managers, and government stakeholders to ensure quality, consistency, and compliance throughout the project lifecycle.

Minimum Qualifications:

  • Bachelorโ€™s degree in Engineering, Architecture, Construction Management, or a related technical discipline from an accredited institution.
  • Demonstrated QA/QC management experience supporting Architectural-Engineering (A-E) contracts.
  • Professional experience reviewing engineering and design deliverables for compliance with contract requirements, technical standards, and quality management procedures.
  • Strong knowledge of USACE quality management requirements, engineering design processes, construction documentation standards, and federal contracting practices.
  • Experience leading multidisciplinary quality review teams and coordinating technical reviews across multiple disciplines.
  • Excellent written and verbal communication skills with the ability to prepare quality documentation and communicate findings to project teams and government stakeholders.
  • Strong organizational and document management skills with exceptional attention to detail.

Preferred Qualifications:

  • Professional Engineer (PE), Registered Architect (RA), Certified Construction Manager (CCM), or equivalent professional credential.
  • Experience supporting USACE, FEMA, NAVFAC, GSA, DoD, or other federal design and construction programs.
  • Certification in Quality Management Systems, ISO 9001, Six Sigma, or related quality assurance programs.
  • Experience supporting Design-Build and Design-Bid-Build project delivery methods.
  • Familiarity with SpecsIntact, Unified Facilities Guide Specifications (UFGS), Unified Facilities Criteria (UFC), and federal design standards.
  • Experience supporting emergency response, infrastructure recovery, or facility restoration projects.

Responsibilities:

  • Oversee QA/QC procedures for A-E deliverables supporting emergency response, disaster recovery, and infrastructure restoration projects.
  • Develop, implement, and maintain project-specific Quality Control Plans (QCPs) in accordance with USACE requirements and contract provisions.
  • Coordinate multidisciplinary quality reviews of engineering reports, calculations, drawings, specifications, cost estimates, studies, and technical documentation.
  • Verify compliance of deliverables with applicable codes, regulations, USACE standards, project requirements, and contractual obligations.
  • Manage quality review schedules and ensure timely completion of technical and independent reviews.
  • Identify quality deficiencies, inconsistencies, omissions, and non-conforming work products, and coordinate corrective actions with project teams.
  • Maintain quality records, review documentation, corrective action logs, and audit documentation to support project oversight and regulatory compliance.
  • Conduct quality assurance audits and process evaluations to promote continuous improvement and adherence to established procedures.
  • Provide QA/QC guidance and training to project personnel to ensure understanding of quality requirements and best practices.
  • Coordinate with project managers, technical leads, subcontractors, and government representatives to support successful project execution and delivery.

The ideal candidate must possess strong expertise in quality assurance, quality control, and technical document review to ensure compliance with USACE standards and A-E contract requirements. A thorough understanding of engineering design processes, construction documentation, federal quality management procedures, and multidisciplinary project delivery is essential for evaluating technical deliverables and maintaining consistent quality standards. The candidate should demonstrate exceptional analytical and problem-solving skills to identify deficiencies, assess technical compliance, and implement corrective actions efficiently. Experience managing QA/QC programs, independent technical reviews, quality audits, and document control processes is critical for supporting successful project outcomes. Strong organizational skills and attention to detail are necessary to maintain accurate quality records, monitor review processes, and ensure deliverables meet established requirements. Excellent written and verbal communication skills are required for preparing quality reports, facilitating review meetings, and coordinating with engineers, architects, project managers, subcontractors, and government stakeholders. Experience supporting federal A-E contracts and implementing continuous improvement practices is highly desirable for successful performance under the USACE READI contract.
