Job description

BB&E is a full service civil and environmental engineering and consulting firm, headquartered in Northville, Michigan, which services both the Federal and Industrial sectors throughout the United States. BB&E team members provide Environmental Consulting, Facilities Engineering and Program/Project Management Services to Federal and private sectors.

Position Summary

BB&E is seeking a dynamic, detail-oriented, and technically accomplished Federal Design and Construction Project Manager to join our team supporting facilities design and construction projects for NAVFAC in Norfolk, VA. Directly integrated into NAVFAC client teams, this individual will manage the full lifecycle of military construction (MILCON) and facility maintenance projects, from preliminary planning, design, and construction through post-occupancy, ensuring that project scope, budget, schedule, and construction contracts are delivered to Navy and DoD standards.

This position is based in Norfolk, VA.

Job Duties & Responsibilities

  • Manage the planning, design, and procurement phases of construction, repair, and alteration (R&A) projects for Navy and Marine Corps facilities throughout the NAVFAC Mid-Atlantic AOR, including MILCON, MCON, special projects, and Facilities Sustainment, Restoration, and Modernization (FSRM).
  • Oversee project scope, budget, and schedule from preliminary design through construction completion and post-construction occupancy.
  • Administer construction contracts, including processing Requests for Information (RFIs), reviewing submittals, and negotiating contract modifications.
  • Review architectural/engineering (A/E) design submittals and construction work to ensure compliance with NAVFAC, DoD, and OSHA standards.
  • Coordinate and partner with NAVFAC Designer teams and Design Manager to enable projects through design phases and Construction Managers throughout the Post Award Construction Services (PCAS).
  • Develop budget estimates, track project costs, and validate contractor progress payments.
  • Maintain project schedules and report status, risks, and milestones to NAVFAC stakeholders and leadership.
  • Serve as the primary liaison among commercial A/E firms, supported Navy commands, and other government agencies and Navy customers.
  • Conduct site visits as required in support of assigned project work including design workshops, pre-construction/ partnering meetings and other critical project meetings.
  • Travel up to 10% of the time

Requirements

  • U.S. Citizenship and the ability to obtain/maintain a Confidential (T1) security clearance and NACI/CAC is required.
  • Work Authorization: Must be eligible to work in the United States.
  • Certification: Project Management Professional (PMP) certification or registration as a Professional Engineer (PE) is strongly preferred.
  • In-depth knowledge of DoD and Navy guides, specifications, criteria, and policy; industry codes and standards; government funding structures and standard practices related to facilities design and construction.
  • Knowledge of construction contract administration, including RFIs, submittals, modifications, and progress payment validation.
  • Ability to produce results of analysis in writing, consolidate findings of others, and evaluate recommendations; ability to make oral presentations of proposed designs and results of studies. This experience is strongly preferred.
  • Software: Proficiency using MS Office software including Excel, Word, Project, and PowerPoint; knowledge and experience with project management and scheduling software, and other applicable DoD computer systems and software used by the Command.

Experience & Education

  • Experience: Minimum of 10 years of professional project management experience supporting facilities design and construction, including direct federal project experience, is required. Previous experience supporting federal clients, specifically NAVFAC, is strongly preferred.
  • Education: A Bachelorโ€™s degree or higher in engineering, architecture, construction management, or a related field is required.

  • Ability to stand, walk, climb, kneel, crouch, and remain in a stationary seated position for at least 60% of the time.
  • Ability to operate office equipment, including computer, copy machine, phone, etc.
  • Ability to use hands to finger, handle or feel objects or controls; reach with hands and arms.
  • Capable of lifting up to 10 lbs.
