General Engineer - Senior
This position requires an active Secret clearance to be considered.
A government contract requires that this position be restricted to U.S. citizens or legal permanent residents. You must provide documentation that you are a U.S. citizen or legal permanent resident to qualify.
Provides expert-level project management support to Naval Facilities Engineering Systems Command (NAVFAC) within the Atlantic Area of Responsibility (AOR). Leads planning, design, and construction execution for Navy, Marine Corps, and other Supported Commands across the full range of shore facilities work. Serves as a primary liaison to Supported Commanders and applies advanced engineering/architectural expertise to resolve complex design, construction, contracting, and funding challenges.

Estimated Starting Salary Range for General Engineer - Senior: Pay commensurate with experience.

General Engineer - Senior Responsibilities Include:
  • Provide independent, timely project management support for assigned shore facilities projects, including minor works, special projects, MILCON, demolition, maintenance, space utilization, and facilities development.
  • Lead end-to-end project delivery activities, including scope development, schedule development, design and construction cost estimates, and overall execution planning.
  • Develop and support design and construction acquisition strategies; support procurement planning aligned to NAVFAC processes, contract requirements, and funding rules.
  • Provide design scope development and manage design oversight, including technical reviews, coordination, and quality expectations.
  • Provide construction oversight and support construction management activities, including issue resolution, constructability support, and field coordination.
  • Demonstrate senior leadership across project management functions including planning, budgeting, programming, engineering, design, and construction execution.
  • Serve as the primary liaison between the project team and the Supported Commander, act as the focal point for project status, risks, decisions, and issue resolution.
  • Review, prepare, and act on project correspondence; deliver recurring briefings and status updates to Supported Commands and NAVFAC leadership.
  • Apply advanced engineering and architectural knowledge to solve complex technical problems that are not resolvable through routine methods.
  • Provide consultative recommendations across facilities design and construction, including constructability reviews and technical decision support.
  • Support contract administration activities by applying expert knowledge of NAVFAC acquisition procedures, proposal/bidding processes, contract types, and project funding management.

General Engineer - Senior Experience, Education, Skills, Abilities requested:
  • Active registration as a Professional Engineer (PE) or Registered Architect (RA) is required.
  • Minimum of 10 years of project management experience executing military construction (MILCON) projects.
  • Mastery of project management practices, including contract administration, accepted business practices, design/construction practices, and funding management.
  • Strong knowledge of Military Construction program regulations and procedures and how they impact planning, design, contracting, and execution.
  • Broad engineering/architectural expertise across facilities construction, with proven ability to resolve complex issues through sound judgment and advanced technical analysis.
  • Demonstrated leadership skills, including initiative, integrity, tact, persuasion, and the ability to guide teams and support other Project Managers.
  • Knowledge of applicable engineering/architectural standards, codes, and practices governing technical product delivery and service execution.
  • Working knowledge of government contracting and the contractor selection process, plus budgeting, planning, and project management techniques used to resolve design and construction issues.
  • Expert knowledge of NAVFAC facilities acquisition processes, funding authority levels/sources, contract documents/requirements, and proposal/bidding procedures; familiarity with contract types used for Navy/Marine Corps shore facilities design, construction, environmental compliance, planning, and real estate.
  • Strong written and verbal communication skills; ability to coordinate across stakeholders, address field questions, de-conflict issues, and defend policies.
