Overview/ Job Responsibilities

We are seeking a talented and experienced Senior Moodle Engineer to join our team. You will be responsible for supporting the establishment, configuration, migration and ongoing Operations and Maintenance of eLearning content for our federal customer, supporting a user base of up to 100,000 users. This role blends technical engineering, system integration, development, Tier 3 support, and security best practices to deliver a secure, scalable, and high-performing eLearning environment.

Responsibilities:

  • Develop, customize, and maintain Moodle Workplace interfaces using HTML, CSS, and JavaScript to deliver engaging, responsive, and user-friendly learning experiences.

  • Design and optimize mobile-friendly and responsive layouts to ensure consistent usability across devices.

  • Apply UX best practices to improve navigation, accessibility, and learner engagement within Moodle.

  • Ensure full compliance with Section 508 of the Rehabilitation Act and WCAG standards, validating accessibility across all Moodle content and themes.

  • Configure and administer Moodle Workplace settings, including themes, plugins, and system configurations.

  • Create, structure, and manage courses, activities, and learning content aligned with organizational training objectives.

  • Manage user accounts, including creation, updates, and deactivation, ensuring accurate access control.

  • Assign and maintain roles and permissions to enforce security and governance standards.

  • Administer training assignments, including courses, programs, and certifications, and monitor learner progress and completion.

  • Design and manage programs and certifications, including renewal rules and reporting.

  • Develop and maintain competency frameworks and learning plans, tracking progress and outcomes for individuals and teams.

  • Develop and maintain custom Moodle Workplace reports to track user activity, course completion, compliance, and performance metrics.

  • Transform, cleanse, and organize data using Excel and Power BI to meet operational and leadership reporting requirements.

  • Integrate and consolidate data from multiple sources to produce accurate, actionable insights.

  • Analyze trends and performance data to support data-driven decision-making and continuous improvement.

  • Automate recurring reporting workflows to improve efficiency, accuracy, and timeliness.

  • Design and deliver clear, executive-ready dashboards and visualizations using Power BI.

  • Troubleshoot and resolve technical and user issues within Moodle Workplace.

  • Provide user training, documentation, and ongoing support to ensure effective adoption and usage of the platform.

  • Communicate effectively with stakeholders through clear documentation, guidance, and technical explanations.

  • Collaborate with IT teams, instructional designers, and educators to align platform functionality with instructional and business needs.

  • Support course content built with SCORM and xAPI, ensuring compatibility and accurate tracking.

  • Install, configure, and maintain Moodle plugins to extend system functionality.

  • everage basic SQL queries to support reporting, troubleshooting, and data validation.

Minimum Qualifications
  • Bachelor's degree in computer science, information technology, or a related field. Equivalent experience will also be considered.
  • Min 5 years experience in integrating and configuring Moodle Workplace in large-scale environments, preferably in a federal or enterprise setting.
  • Strong understanding of Learning Management Systems (LMS), eLearning platforms, and instructional design principles.
  • Experience in migrating eLearning content from legacy systems to Moodle Workplace, including data extraction, transformation, and loading processes.
  • Knowledge of authentication protocols, access control mechanisms, and security best practices in the eLearning domain.
  • Proficiency in PHP, JavaScript, HTML, and CSS, along with experience in customizing Moodle Workplace themes, templates, and plugins.
  • Familiarity with cloud platforms, databases, and server infrastructure, such as AWS, Azure, MySQL, and Apache servers.
  • Excellent analytical and problem-solving skills, with the ability to troubleshoot and resolve technical issues related to Moodle Workplace integrations.
  • Strong organizational and time-management skills, with the ability to handle multiple tasks and prioritize effectively in a dynamic environment.
  • Excellent communication and interpersonal skills, with the ability to collaborate and effectively communicate technical concepts to both technical and non-technical stakeholders.
  • Strong attention to detail, with the ability to ensure accuracy and quality in the migration and integration processes.
  • Experience working in federal or government contracts, with knowledge of security clearance processes and compliance regulations (preferred).
  • Relevant certifications such as Moodle Certified Integration Specialist or Moodle Certified Administrator are highly desirable.

Eligibility/Clearance Requirements: *Must be eligible to obtain a Department of Homeland Security EOD clearance (Requirements 1. Proof of US Citizenship, 2. Favorable Background Investigation)

  • Any DHS badge + DoD Top Secret - 2nd choice
  • DoD Top Secret + willingness to obtain DHS/CISA suitability - 3rd choice (it can take 10-60 days to obtain suitability - work can only begin once suitability is fully adjudicated).
