Job description

Essential Responsibilities:
As a project engineer and representative, coordinates select modernization projects between (as applicable) Watervliet Arsenal (WVA), customers, ACC-WVA, DEVCOM-Benet Laboratories, U.S. Army Corps of Engineers (USACE), and architectural/engineering firms to assure proposed projects meet end-user requirements. Serves as project engineer for a variety of major engineering projects associated with the procurement and installation of high-cost and complex production systems for cannon components including plating, heat-treating, and state-of-the -art manufacturing process. Additionally, act as liaison between WVA's higher headquarters (AMC/TACOM) and ASA(ALT). Represents WVA Operations and Production Directorate at all design meetings on major modernization projects. Work requires knowledge of industrial production processes and facilities arrangements and layouts. Project Management Professional (PMP) certification preferred.
Demonstrates a broad professional knowledge of, and skill in applying, a wide range of engineering theories, concepts, principles, standards, and methods sufficient to:
  • Plan and monitor WVA production and facilities engineering modernization projects, installation, and excess, to assure compliance with applicable objectives, standards, and requirements.
  • Act as principal contributor on team-based projects or coordinate a team project and provide technical oversight and direction.
  • Prepare, present, and evaluate plans, designs, reports, and correspondence.
  • Outline overall objectives and available resources.
  • Establish task lists for projects and provide technical engineering advice and assistance to other project officers.
  • Prepare project timeline schedules to integrate completion dates for work phases performed by government and contractors.
  • Prepare cost estimates.
  • Coordinate all design phases with cognizant managers and staff elements.
  • Resolve complex issues resulting from serious conflicts between engineering and management requirements.

During all project phases:
  • Coordinates and communicates all potential production impacts to WVA personnel.
  • Resolves problems resulting from construction changes to meet field conditions or as required by using activity.
  • Prepares and submits reports evaluating project progress and quality, identifies problem areas, and recommends solutions.
  • Conducts final inspection with USACE for compliance with plans and specifications, workmanship quality, and proper functioning of real property equipment.
  • Requests and coordinates purchase, delivery, storage, removal, and safeguarding of required materials.
  • Ensure projects are accomplished in an efficient and timely manner.

Work Environment, Physical Demands, and Mental Demands:
Physical Effort: The work requires frequent standing, walking, bending, and climbing ladders. In addition, the work requires frequent lifting and carrying equipment weighing up to 45 pounds.
Working Conditions: Work is performed inside and outside in all types of weather. Inside work areas can range from well lighted, heated, and climatically controlled to poorly illuminated work areas. This position has constant sitting/standing while using the computer terminal, constant use of sight abilities while reviewing documents, constant use of speech/hearing abilities for communication, constant mental alertness, must possess planning/organizing skills, and must be able to work under deadlines.

Procedure Compliance - Each employee must read, understand, and implement the general and specific operational, safety, quality and environmental requirements of all plans, procedures and policies pertaining to his/her job.
Minimum Position Knowledge, Skills, and Abilities Required:
  • Bachelor's degree (or higher degree) in Mechanical Engineering from a school of engineering accredited through the Accreditation Board of Engineering and Technology (ABET).
  • Minimum of five years' experience reflecting the ability to do the work of a Mechanical Engineer working with large/heavy manufacturing equipment and layout of that equipment.
  • Complex knowledge of engineering regulations, manuals, established procedures, resulting from such factors as space limitations and environmental considerations.
  • Must possess and maintain a valid driver's license.
  • Must be able to pass a pre-employment drug screen and a government background check.
  • Must be able to obtain and maintain facility credentials/authorization. Note: US Citizenship is required for facility credentials/authorization at this work location.
  • Must be able to speak, read and write English.

Compensation & Benefits
The starting salary for this position is $113,505.60 annually. Factors which may affect starting pay may include skills, education, experience, and other qualifications of the successful candidate.
This position includes a competitive benefits package, to include:
  • The Company offers the following benefits for this position, subject to applicable eligibility requirements: medical, dental, vision, 401(k) retirement plan, life insurance, long-term disability insurance, short-term disability insurance.
  • Paid vacation. Annual allotment in the form of a biweekly accrual as follows: 120 hours for 0-4 years of service, 160 hours for 4-9 years of service, 200 hours for more than 10 years of service.
  • 4 weeks of paid parental leave.
  • 11 Paid holidays annually (prorated dependent on hire date).

Compensation Details:
113505.60 annually
