Requirement:Foreign Military Sales Program Manager
Job Description:
Forge is hiring a Foreign Military Sales (FMS) program manager who has experience leading support for the Defense Information Systems Agency (DISA) International Relations and Engagements Branch. DISA's mission is to conduct Department of Defense (DoD) Information Network operations for the joint warfighter to enable lethality across all warfighting domains in defense of our nation.
Key Responsibilities: Key responsibilities of the candidate will be (but aren't limited to):
  • Provides subject matter expertise and analysis on FMS processes and policies; leverages the electronic Security Assistance Management Manual (e-SAMM), Defense Security Cooperation Agency (DSCA) policy memos, and client-specific resources
  • Provides subject matter expertise and quality control review on FMS financial management deliverables, specifically case reconciliation and closure โ€ข
  • Provides oversight, support, and quality control as required for international engagements with senior officials
  • Leverages tools such as Microsoft Excel and Power BI to improve process efficiency and data visualization for client deliverables; makes recommendations for process improvement across all task areas
  • Coordinates and manages project-wide efforts, including Standard Operating Procedure (SOP) development and compliance with record retention policies
  • Works alongside the Forge contract manager to receive feedback from the project Contracting Officer Representative (COR) and provide project updates as required
  • Coordinates contractor feedback for Monthly Status Report (MSR) and participates in MSR meetings with the Government โ€ข
  • Oversees staff performance and delivers feedback regularly to the contractor team

Qualifications/Requirements:
The Candidate must have the ability to think strategically, act tactically, and display strong analytical and critical thinking skills. They must also build strong cross-group working relationships and demonstrate exceptional organizational skills and attention to detail. The Candidate must be able to thrive and succeed in an entrepreneurial environment and not be hindered by ambiguity or competing priorities. We are looking for candidates with an active DoW Secret Security clearance, at least 10 years of program management support experience, including supporting Security Cooperation/FMS programs, and at least 2 years of experience leading teams.
Minimum Qualifications:
  • US Citizen
  • Bachelor's degree from an accredited four-year university
  • An active SECRET security clearance
  • 10 years of program management experience, including support to DoW
  • 3+ years of Security Cooperation experience, including support in managing/executing FMS programs
  • 2+ years of experience leading teams
  • Comprehensive knowledge of FMS processes, policies and the DSCA e-SAMM
  • Effective interpersonal communication and the ability to build collaborative business relationships both internally and externally
  • Proficiency with the Microsoft 365 suite including PowerPoint, Word, Excel, SharePoint, and Power BI

Highly Desired Qualifications:
  • Project Management Professional (PMP) certification
  • Experience leading teams performing FMS efforts
  • Experience coordinating engagements with foreign nationals, including logistics coordination and brief/talking point development
