Nemean Solutions, headquartered in Sierra Vista, AZ, is a certified SBA 8(a) Native Hawaiian Organization (NHO) and veteran-operated company providing advanced Military Intelligence, Enterprise and Cloud IT services, Cybersecurity, Special Operations Forces (SOF) Exercise and Training, and niche Program Support and Professional Services to Federal and State Agencies supporting the US Government Defense, Intelligence and Aerospace sectors.


Please note: This position is contingent upon the award of a contract. 


Job Overview:

The Program Manager functions as the central point of coordination between USSOCOM stakeholders and corporate leadership, ensuring effective execution of contract requirements and workforce operations. This position is responsible for overseeing program performance, aligning resources with mission objectives, and ensuring all activities are executed in accordance with contractual and operational expectations. The role requires strong leadership, strategic oversight, and the ability to manage multiple efforts in a dynamic, mission-driven environment. 


Support Hours: Applicant shall be available during core work hours as established the Government customer.


Essential Duties & Responsibilities:

  • Plan and implement program strategies that support USSOCOM mission priorities.
  • Develop and maintain processes for workforce management, reporting, and operational execution.
  • Manage allocation of personnel, funding, and technical resources to achieve program objectives.
  • Direct daily operations, including tasking, scheduling, and workforce coordination.
  • Support recruiting efforts and onboarding to ensure mission-ready staffing levels.
  • Monitor workforce performance and implement corrective actions when necessary.
  • Identify potential risks and develop mitigation strategies to ensure continuity of operations.
  • Establish contingency plans for urgent or mission-critical requirements.
  • Deliver solutions in real-time to address operational challenges and shifting priorities.
  • Ensure all deliverables meet quality standards and contractual obligations.
  • Prepare and present performance reports, including metrics and recommendations for improvement.
  • Analyze data to evaluate program effectiveness and inform leadership decisions.
  • Serve as a key interface with government stakeholders, providing briefings and updates as required.
  • Support extended or after-hours operations in response to emerging mission needs.

Requirements

Minimum Requirements/Education:

  • Bachelor's degree in a related field or equivalent experience.
  • At least 7 years of progressive experience in program management.
  • Demonstrated success managing complex, multi-layered programs. 
  • Experience overseeing large contract teams (40+ personnel). 
  • Background in strategic communications, media operations, or content production planning. 
  • Ability to assess performance metrics and provide actionable recommendations to senior leadership. 
  • Familiarity with U.S. military organizational structures and operational environments. 
  • Proven ability to manage multiple priorities in fast-paced environments.

 Preferred Skills:

  • PgMP or PMP certification.
  • Lean Six Sigma Green Belt or Certified Six Sigma Black Belt (CSSBB).
  • Certified ScrumMaster (CSM) or Certified Scrum Product Owner (CSPO). 
  • Prior experience supporting Combatant Command operations. 
  • Experience in contingency or crisis-response environments.
