Job Description: JBW Federal is seeking to hire an experienced engineer to support the development and execution of Energy Resilience and Conservation Investment Program (ERCIP) projects for the Department of Defense. This position provides technical, advisory, and project management support for ERCIP-funded energy resilience projects, often integrated with ESPC or UESC efforts. The selected candidate will support up to 20 ERCIP projects annually, providing technical review of cost estimates, project scopes, life cycle cost analysis, and programming documents. This position is based in Panama City, FL and requires the ability to obtain a DoD Secret security clearance.


Duties and Responsibilities:

  • Provide technical, execution, and advisory services to support the Air Force's ERCIP program in evaluating and executing energy resilience and facility improvement projects.
  • Review project calculations, life cycle cost analyses, and technical narratives to assess alignment with ERCIP guidance, Building Life Cycle Cost (BLCC) principles, and installation requirements.
  • Deliver written analysis and advisory comments to government stakeholders regarding project scope, justification, cost effectiveness, and life cycle performance.
  • Review and edit programming documents (e.g., DD1391s) to correct inconsistencies or technical errors; provide finalized versions for government review.
  • Evaluate construction cost estimates and verify consistency with project scope, design intent, and UFC/DoD standards.
  • Participate in technical review meetings and coordinate with installations on submission and revision of ERCIP packages.
  • Assist with tracking project status, maintaining internal databases, and supporting DoD and DAF reporting requirements.
  • Coordinate with other energy program managers to align ERCIP-funded work with ESPC, UESC, or other third-party financed projects.
  • Draft and deliver written reports, technical review comments, and performance summaries.
  • Other duties as assigned.

Minimum Qualifications:

  • Bachelor's degree in engineering, architecture, or a related technical field from a U.S.-accredited institution
  • 5-10 years of experience in facility energy, infrastructure improvement, or military construction (MILCON/FSRM/ERCIP) project development
  • Experience conducting or reviewing Building Life Cycle Cost (BLCC) analyses to support energy-related capital improvement projects
  • Familiarity with federal programming documentation and cost estimate review (e.g., DD1391, ENG Forms, PACES or MCACES tools)
  • Demonstrated ability to provide technical comments and written deliverables to support government energy programs
  • Proficiency in Microsoft Office and experience with document tracking and project database systems
  • Strong communication, writing, and analytical skills
  • U.S. citizenship and ability to obtain a DoD Secret clearance
  • Willingness to relocate to Panama City, FL

Preferred Qualifications:

  • Experience supporting AFCEC, AFIMSC, or other DoD engineering organizations on ERCIP or energy resilience projects
  • Familiarity with energy project funding integration (e.g., ERCIP + ESPC or UESC coordination)
  • Experience reviewing cost estimates and validating against project scope
  • Proficiency with DOE's Building Life Cycle Cost (BLCC) software and ability to interpret cost-effectiveness outcomes
  • Prior experience with Air Force energy strategy, resilience planning, or facility-level infrastructure upgrades

Education:

  • Bachelor's degree in Engineering, Architecture, or related field (required)
  • Additional coursework or certifications in energy systems, cost estimating, or resilience planning (preferred)

Clearance:

  • Must be a U.S. citizen and able to obtain a DoD Secret clearance
  • Active clearance preferred
  • Must pass a background check and maintain applicable clearance(s) and certifications as required
