Job Description

The Project Procurement Manager leads end-to-end procurement for assigned projects, from early planning through closeout, while providing leadership across complex procurement workstreams. This role develops and executes project-specific procurement plans; partners with Project Management, Engineering, Construction, Quality, and Finance; and ensures the timely, compliant, and cost-effective sourcing of equipment, materials, and subcontracted services. The Project Procurement Manager manages supplier and subcontractor selection, commercial negotiations, contract formation, expediting, and supplier performance to support project schedule, budget, and risk objectives. The position also supports process improvement, mentors team members as needed, and maintains procurement history and market intelligence to support estimating and future project planning. 

Responsibilities

  • Develop and maintain the Project Procurement Plan (procurement strategy, bid packages, procurement schedule, risk items, and long-lead tracking)
  • Ensure accurate procurement project financial set-up in ERP and develop and maintain project resource plan
  • Manage procurement project team in the execution of end to end project delivery, including RFIs/RFPs/RFQs for equipment, materials, and subcontracted services; bid tabs and commercial evaluations,  Negotiate of contractual terms and conditions, supplier qualification, expediting, document control receipt verification
  • Provide mentorship for project team members and ensure proper training
  • Coordinate procurement activities with Project Management, Engineering, Construction, Quality, Safety, and Finance to support scope, schedule, and budget objectives
  • Administer procurement-related changes, including scope clarifications, change orders, claims support, and commercial closeout documentation
  • Ensure compliance with project requirements (insurance, bonding, safety, quality, tax, and legal terms) and coordinate reviews with internal stakeholders
  • Review and approve invoices, pay applications, and supporting documentation for compliance with contract terms, milestones, and deliverables
  • Ensure Maintenance of complete procurement files, correspondence, and commercial documentation in accordance with project and company requirements
  • Provide procurement status reporting (commitments, forecast to complete, expediting dashboard, and risks/issues) and support estimating with market intelligence and historical data
  • Drive procurement closeout: warranty/turnover documentation, final lien waivers (as applicable), final payment processing, and lessons learned
  • Support continuous improvement of procurement processes, templates, and supplier performance metrics across the project portfolio.  Execute lessons learned for procurement projects
  • Project related client management, including meetings management, client specific reporting, and escalations
Qualifications

Minimum Qualifications

  • Bachelor's degree in Supply Chain, Business, Construction Management, Engineering, or equivalent combination of education and experience
  • Preferred 10 years of experience in procurement of capital equipment and/or subcontracting services, preferably in an EPCM environment
  • 7 years experience in the Pharma/bio or food and beverage industries preferred
  • Experience leading sourcing initiatives for complex, custom equipment packages (contracts > $10MM and a portfolio >$50MM), including leading complex negotiations
  • Experience managing sourcing projects end to end, including resource planning, schedule and cost tracking and reporting, supplier management, stakeholder management (internal and external), and procurement team management.  Strong proficiency with procurement and document management tools (e.g., ERP/PM systems); Microsoft D365 experience a plus
  • Experience mentoring and developing team members

Additional Qualifications

  • Demonstrated experience with managing procurement teams to deliver end to end procurement project success for large, complex capital construction projects within life sciences or other highly regulated industries
  • Excellent written and verbal communication and listening skills
  • Proficiency in procurement processes and principles
  • Proficiency with Microsoft Office Suite software, excel and data entry. 
  • Ability to train and develop procurement policies and practices with more junior team members, as well as internal customers
  • Experience in EPCM project delivery
  • Ability to identify risk throughout the supply chain and implement risk mitigation strategies
  • Proficient in relationship management with key internal customers, suppliers, and contractors
  • Proficiency  in document control
  • Proficiency in understand technical documents, including scope, specs, schedules, project plans
  • Proficient in the use of electronic sourcing and software, D365 and Building Connected a plus.
  • Proficient negotiator experienced with developing and executing complex negotiation strategies
  • Strong understanding of contractual documents and contract process
  • Proficient in market analysis to evaluate present and future conditions and incorporate into project planning and execution
  • Outstanding interpersonal skills with ability to lead, influence, resolve conflict and drive decisions among individuals from a variety of cultures and disciplines.
  • Possess a passion for quality, compliance and weighing risk
  • Strong presentation skills
  • Strong knowledge of the means, methods, and frameworks within construction management
  • Outstanding organizational and prioritization skills to excel in a dynamic project environment
