Job description

Job Description One Tech Engineering is searching for a Program Manager for a position located near Tracy, Minnesota. The Program Manager will provide quality oversight on-site, ensuring EPC contractors and vendors comply with quality standards, procedures, specifications, and applicable codes. The candidate must be a US citizen or hold a green card.

The candidate should have 5+ years of QA/QC or construction quality oversight experience. Program Manager Responsibilities: Review EPC quality programs, policies, procedures, inspection plans, and turnover documentation. Ensure compliance with ASME B31.1 and B31.3 standards related to power, steam, and process piping

Perform field audits, site walks, and inspections to verify contractor adherence to quality procedures. Support and review welding oversight activities and code compliance. Identify hold points, witness points, and critical inspection/testing milestones.

Witness hydrotests, pressure testing, and rotating equipment installation activities. Provide coaching and subject matter expertise to inspectors and project teams. Coordinate with EPC quality managers, inspectors, vendors, and GE Vernova personnel.

Support supplier and fabrication oversight activities as needed. Requirements of the Program Manager: 5+ years of QA/QC or construction quality oversight experience. Experience supporting large construction or energy infrastructure projects.

Strong knowledge of welding oversight and code compliance. Experience with ASME B31.1 and B31.3 standards. Auditing and quality surveillance experience

Experience with hydrotests, pressure testing, and rotating equipment installation. Strong communication and non-authoritative leadership skills. Ability to work cross-functionally with EPC contractors, inspectors, and vendors.

Proficiency with Microsoft Office Suite. Former or current AWS Certified Welding Inspector (AWS CWI) is nice to have. ASNT VT2 certification experience is nice to have.

Experience with API and/or ACI standards is preferred. Previous background with civil concrete inspections, rebar, forms, and concrete oversight is preferred.
