Nationwide IT Services, NIS, is seeking a Program Manager to lead contract execution for Air National Guard Chief Data and Artificial Intelligence Office (CDAO) Support Services for a potential opportunity. The Program Manager is responsible for workforce continuity, performance management, customer coordination, schedule and deliverable oversight, risk and issue management, and ensuring the team performs within contract scope. This position works closely with the Contracting Officer's Representative (COR), Government Program Manager, and the contractor Technical Lead to sustain reliable data, BI, application, and AI services.
Key Responsibilities
  • Serve as the contractor management lead for day-to-day contract performance, staffing, schedule, deliverables, and customer coordination.
  • Coordinate with the COR and Government stakeholders to resolve performance issues, receive technical direction through authorized channels, and ensure work remains within contract scope.
  • Maintain an adequate and stable workforce capable of uninterrupted performance across data engineering, BI, application development, AI integration, technical support, and training activities.
  • Oversee quality-control activities and ensure the Quality Control Plan is implemented, maintained, and updated as required.
  • Monitor contract performance against PWS service levels, including pipeline and application availability, response times, defect remediation, training delivery, and recurring reporting requirements.
  • Coordinate post-award and periodic progress meetings; track action items, risks, dependencies, staffing concerns, and Government-directed priorities through closure.
  • Ensure timely submission of contract-level schedules, security/training documentation, property-management inputs, travel requests, Service Contract Reporting, and other required deliverables.
  • Partner with the Technical Lead to ensure technical standards, documentation, release quality, and Government acceptance criteria are met.

Required Qualifications
  • Demonstrated experience managing complex DoD, Federal, or similarly regulated IT/data programs with multiple technical workstreams and measurable service-level requirements.
  • Experience managing technical teams supporting data engineering, analytics/BI, software applications, cloud environments, or AI-enabled capabilities.
  • Strong knowledge of project/program management practices for schedule, risk, issue, quality, deliverable, and stakeholder management.
  • Ability to communicate effectively with Government program leadership, contracting personnel, technical stakeholders, and contractor staff.
  • Ability to manage staffing continuity and rapidly address performance or resource gaps without disrupting mission operations.
  • Must satisfy applicable DoD/DAF security, cybersecurity-awareness, CUI, OPSEC, and access-training requirements.

Preferred Qualifications
  • PMP or comparable program/project management certification.
  • Prior experience supporting the Air National Guard, Department of the Air Force, or DoD data/AI modernization programs.
