Job Description

PURPOSE SUMMARY. Perform professional Geographic Information System (GIS) work to design, develop, implement, and maintain GIS applications, spatial databases, and mapping products in support of County operations. Provide geospatial analysis, technical assistance, and addressing services for the unincorporated areas of Dona Ana County in accordance with County Road and street naming and addressing ordinances.

ESSENTIAL DUTIES.

1. Geographic Information Systems Administration

  • Design, develop, implement, and maintain Geographic Information System (GIS) applications, databases, and related technologies to support departmental operations.

  • Develop, modify, test, and maintain GIS applications, scripts, and computer programs to improve functionality and efficiency.

  • Create, maintain, and update GIS database layers, spatial features, and attribute data using ESRI ArcGIS software.

  • Develop and maintain connections between GIS and other databases to support data integration and information sharing.

  • Implement and maintain GIS user access, permissions, and security controls.

  • Coordinate GIS database maintenance activities and support data quality, integrity, and consistency.

2. Mapping and Spatial Analysis

  • Develop geospatial and cartographic analysis procedures in collaboration with planners and other County staff.

  • Create maps, exhibits, and spatial analyses to support planning projects, property cases, public meetings, and departmental initiatives.

  • Prepare property ownership maps, notification lists, mailing lists, and mailing labels for planning and zoning cases.

  • Generate and issue addresses and coordinate addressing activities with the NM-911 Bureau.

  • Update maps and related spatial information as new data becomes available.

  • Review and process requests for new or revised road names and physical addresses in accordance with County policies and applicable ordinances.

3. Data and Records Management

  • Prepare, catalog, archive, and maintain maps, files, and GIS records in accordance with departmental procedures.

  • Organize and maintain map libraries, archive files, charts, reports, and related GIS documentation.

  • Verify, maintain, and improve the accuracy, completeness, and organization of GIS data and associated records.

4. Customer Support and Technical Assistance

  • Provide GIS technical assistance and specialized applications to County employees.

  • Assist County employees and the public by responding to requests for maps, spatial data, and related information.

  • Support the development and use of GIS applications by providing technical guidance and troubleshooting assistance.

5. Collaboration and Training

  • Represent the Planning Department on interagency GIS and mapping projects.

  • Train and assist employees in the use, operation, and capabilities of GIS applications and mapping technologies.

  • Coordinate with internal departments and external agencies to support GIS initiatives, data sharing, and addressing activities.

ADDITIONAL DUTIES. Other duties as assigned.

QUALIFICATIONS.

A. Education. High school diploma or equivalent.

B. Experience. Five (5) years of experience in GIS, or related field, which includes the use of ESRI ArcGIS products.

C. Education/Experience substitution. In accordance with County policy. No substitution for required education.

D. Licenses/Certifications. Valid driver's license. Must maintain a valid driver's license and an acceptable driving record in accordance with County policy.

E. Other (e.g., post-offer medical exam, polygraph, background check, driver's license record, etc.). Must pass pre-employment background check and driving record check. Bilingual (English/Spanish) preferred.

KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED BY THE POSITION:

Knowledge of:

  • Geographic Information System (GIS) principles, practices, and ESRI ArcGIS applications, including web-based GIS platforms and geospatial data management.

  • Microsoft Excel and Microsoft Access.

  • Geospatial data creation, use and maintenance concepts, including map use and image data interpretation, and map scale and accuracy considerations.

  • Data manipulation procedures for GIS; relational database design concepts; descriptions pertaining to land ownership and research methods to determine ownership history and right-of-way information.

  • Mapping sciences.

  • Proper methods to maintain accurate record.

  • Mathematics, statistics, geospatial data analysis, computer operation; business English, spelling, grammar, and punctuation.

Skill in:

  • Understanding GIS development and maintenance concepts, includes program and geospatial data use.

  • Conceptualize, observe, and evaluate trends, analyze data, and draw logical conclusions.

  • Evaluate data and assist in the formulation of comprehensive plans.

Ability to:

  • Ability to communicate effectively, both orally and in writing.

  • Conduct meetings and presentations.

  • Read, understand and work with a variety of geospatial data.

  • Establish and maintain effective and cooperative working relationships with the public, interested parties, and other departments of the County.

Compensation Range

$27.32 - $44.34
