Job Description Spiral Solutions & Technologies, Inc. (SS&T) is seeking an Operations Research / Systems Analyst to support the United States Strategic Command (USSTRATCOM) Joint Exercises, Training, and Assessment Directorate (J7). The Operations Research / Systems Analyst provides quantitative analysis support to USSTRATCOM/J7 General, Campaign, and Strategic Assessments by applying operations research methods, advanced analytics, and modeling to complex operational and strategic problems. The selected candidate will originate and execute studies that support competition, crisis, combat, exercise, and risk assessments, enabling senior leaders to understand trade-offs, alternatives, and impacts in the strategic deterrence and joint operations environment. Location: 110 Airman Circle, Offutt Air Force Base, NE 68113, United States Schedule: Full-Time Clearance: Active TS/SCI with NC2/ESI and SAP eligibility required Status: Contingent on Contract Award Contact: John Stevens/ Requirements Key Responsibilities • Build and manage structured data and model inputs to ensure accuracy, maintainability, scalability, and secure access for operations research studies supporting USSTRATCOM/J7 assessments. • Apply a wide range of operations research methods and techniques to develop, adapt, modify, and apply models that resolve complex problems or define and clarify alternative solutions. • Execute automated monitoring and data collection from intelligence, diplomatic, open-source information, after-action reports, and component inputs, and provide analytical insights on global trends, risks, and opportunities. • Apply statistical methods, Machine Learning, and advanced analytics to identify patterns, generate forecasts, and support data-driven decision-making in support of campaign, risk, operations, and Joint Force assessments. • Assess available datasets, identify opportunities, and apply emerging analytical techniques and visualization methods to uncover new insights and enhance decision-making. • Participate in study teams and collaborate across disciplines to deliver actionable insight supporting USSTRATCOM/J7 assessments and planning activities. • Originate new ideas, projects, and methodologies to address complex organizational and operational challenges relevant to strategic deterrence, global operations, and joint force effectiveness. • Develop and utilize appropriate data collection techniques to support analysis, modeling, and decision-making aligned with assessment requirements. • Create tools and dashboards to support decision-making and generate clear, tailored reports disseminated across multiple organizational levels, including senior leaders. • Collaborate in iterative cycles, ensuring analytics and operations research deliverables align with evolving requirements and priorities, and gather stakeholder input to refine tools, reports, and workflows. • Contribute to sprint planning, backlog grooming, and retrospectives within Agile teams delivering analytics, modeling, and visualization capabilities for J7 assessments. Required Qualifications • At least 10 years of experience applying a wide range of operations research methods and techniques. • Demonstrated expertise in quantitative techniques and methods used to develop, adapt, modify, and apply models to resolve complex problems or define and clarify alternative solutions. • Experience participating in study teams and collaborating across disciplines to deliver actionable insight. • Proven ability to originate new ideas, projects, and methodologies to address complex organizational challenges. • Experience executing projects and/or studies within established financial and/or time constraints. • Skilled in developing and utilizing appropriate data collection techniques to support analysis, modeling, and decision-making. • Familiarity with Agile methodologies, including contributing to sprint planning, backlog grooming, and retrospectives. • Proficiency in Python and R for quantitative analysis, modeling, and statistical computation. • Bachelor's degree or higher in business analytics, computer science, data science, operations research, data analytics, actuarial science, mathematics, engineering, or an equivalent field. • U.S. citizenship required. Preferred Qualifications • Experience supporting campaign, contingency, or exercise assessments at the Combatant Command, Joint Staff, or service component level. • Experience developing commander's estimates, mission analysis products, or senior-level assessment briefings. • Experience working with strategic deterrence assessment frameworks, operations assessment processes, or campaign plan analysis. Security Clearance Requirements This position supports classified programs and requires access to classified systems and material. All contractor personnel must be United States citizens and possess a Top-Secret clearance with eligibility for Sensitive Compartmented Information, Nuclear Command and Control/Extremely Sensitive Information, and Special Access Program access prior to commencing work.
