Position Overview
Spiral Solutions & Technologies, Inc. (SS&T) is seeking Senior Database, Programming, and Visualization Analysts to support the United States Strategic Command (USSTRATCOM) Joint Exercises, Training, and Assessment Directorate (J7).
The Senior Database, Programming, and Visualization Analyst provides advanced technical support to USSTRATCOM/J7 General, Campaign, and Strategic Assessments by designing, developing, operating, and administering the structured data, application, and visualization environment that underpins assessment and analytics activities. This position applies extensive experience in database design and development, application architecture, multi-language software development, Agile team participation, and Artificial Intelligence/Machine Learning data support to enable scalable analytics and decision-support capabilities.
Security Clearance Requirements
This position supports classified programs and requires access to classified systems and material. All contractor personnel must be United States citizens and possess a Top-Secret clearance with eligibility for Sensitive Compartmented Information, Nuclear Command and Control/Extremely Sensitive Information, and Special Access Program access prior to commencing work.
Requirements
Key Responsibilities
• Build and manage structured data systems to ensure accuracy, maintainability, scalability, and secure access in support of USSTRATCOM assessment activities.
• Design, develop, and manage databases supporting analytics and Machine Learning operations, including tables, indexes, triggers, and stored procedures.
• Provide application architecture support and Windows/Internet Information Services (IIS) server administration for assessment and analytics tools and related applications.
• Create tools and dashboards to support decision-making and generate clear, tailored reports that can be disseminated across multiple organizational levels to inform senior leader decisions.
• Develop graphic user interfaces and connectors that enable seamless interaction between data repositories and visualization platforms.
• Integrate data sources, design and implement new features, monitor functionality, resolve issues, apply updates, and maintain data accuracy, integrity, and security within dashboard and analytics platforms.
• Apply statistical methods, Machine Learning, and advanced analytics to identify patterns, generate forecasts, and support data-driven decision-making.
• Assess available datasets, identify opportunities, and apply emerging analytical techniques and visualization methods to uncover new insights and enhance decision-making for campaign, risk, and operations assessments.
• Collaborate in iterative cycles, ensuring analytics deliverables align with evolving requirements and priorities, and gather stakeholder input to refine tools, reports, and workflows for improved usability and relevance.
• Lead or contribute to Agile teams, including participation in sprint planning, backlog grooming, and retrospectives, to deliver analytics and visualization capabilities in accordance with USSTRATCOM/J7 priorities.
• Provide ongoing technical support, training, and documentation for databases, applications, dashboards, and visualization tools supporting USSTRATCOM/J7 assessments and data and analytics tasks..
Required Qualifications
• At least 10 years of database design and development experience, including tables, indexes, triggers, and stored procedures.
• Minimum of 3 years of application architecture experience and Windows/Internet Information Services (IIS) server administration.
• Minimum of 7 years of development experience in JavaScript, C#, Python, Visual Basic for Applications, and other languages as required, including front-end and back-end web development and Visual Basic for Applications development using Office suite tools such as Excel, Word, and Access.
• At least 3 years of experience as a database administrator.
• At least 3 years' experience leading or contributing to Agile teams, including sprint planning, backlog grooming, and retrospectives.
• Proven experience designing and managing databases that support Artificial Intelligence/Machine Learning operations, including preparing data for model training, ensuring data quality, and enabling scalable pipelines for analytics and Machine Learning deployment.
• Bachelor's degree or higher in data science, computer science, data analytics, business analytics, management information systems, statistics, applied mathematics, and/or applied physics, or an equivalent field.
• U.S. citizenship required.
Preferred Qualifications
• Experience supporting campaign, contingency, or exercise assessments at the Combatant Command, Joint Staff, or service component level.
• Experience developing commander's estimates, mission analysis products, or senior-level assessment briefings.
• Experience working with strategic deterrence assessment frameworks, operations assessment processes, or campaign plan analysis.
