We deliver full-spectrum cybersecurity, digital transformation, cloud migration, DevSecOps, and emerging technology Research and Development (R&D) solutions across the Department of War (DoW), Intelligence Community (IC), Federal civilian, State, Local and Education (SLED), commercial, and international markets. The Technology Transfer Specialist Junior manages the end-to-end Technology Transfer and Scientific and Technical Information (STINFO) lifecycle for AFRL/RA research and development activities. Prepares transfer agreements and R&D case files, coordinates submissions with STINFO, the Defense Technical Information Center (DTIC), and Legal, and supports export-control risk documentation for industry partners. Location Wright-Patterson AFB, Ohio (GSU travel possible). Clearance Secret Minimum. Essential Role and Responsibilities * Process Technology Transfer requests within five business days of receipt.
* Prepare complete transfer agreements and R&D case files for submission to STINFO, DTIC, and the Legal office, with a goal of zero administrative rejections or returns for rework.
* Complete and submit the required Export Control Risk Profile Template for all industry partners before agreement execution.
* Produce, format, and deliver associated correspondence, briefings, spreadsheets, and program documentation by the established suspense date and in accordance with applicable AFRL templates and AFH 33-337.
* Maintain accurate workflow status, records, and organizational data associated with assigned technology-transfer actions and provide status information reportable to leadership.
* Coordinate with Government, technical, legal, acquisition, and industry stakeholders as required to move technology-transfer actions through the lifecycle while protecting controlled, proprietary, and classified information.
* Provide direct user support for technology-transfer products and services, resolving or routing inquiries to the appropriate technical point of contact with an initial response or acknowledgment within one business day.Required Qualifications * U.S. citizenship required for personnel requiring access to USAF bases, AFRL facilities, or U.S. Government IT networks; waivers require written Contracting Officer approval.
* Able to obtain and maintain the clearance/trustworthiness determination required for assigned duties and complete required security and Operations Security (OPSEC) training.
* Proficient in Microsoft 365 (Outlook, Word, Excel, OneNote, PowerPoint, SharePoint, and Teams), Adobe Acrobat, and Air Force-approved web applications; able to troubleshoot basic issues without regular supervision.
* Effective oral and written communication, tact, courtesy, diplomacy, and professional decorum.Preferred Qualifications * Experience supporting Technology Transfer, STINFO, export control, research agreements, or R&D case-file processing in a DoD or Federal research environment.
* Familiarity with DTIC, AFRL technology-transfer processes, proprietary-information protection, and export-control documentation.Performance Standards (KPIs) * Technology Transfer requests processed within five business days.
* Transfer agreements and R&D case files submitted with zero administrative rejections or returns for rework attributable to contractor preparation.
* Export Control Risk Profile Template completed and submitted for all industry partners before agreement execution.
