Job description

Leidos QTC Health Services is seeking a Program Manager to lead our Military OneSource Task 6 Non-Medical Counseling (NMC) Program. In this role, you will serve as our primary executive representative to Leidos and provide strategic direction and operational oversight across all functions needed to deliver high-quality, compliant, participant-centered non-medical counseling services.
Primary Responsibilities:

Program Leadership

  • Provide overall leadership, direction, and accountability for execution of the Task 6 Non-Medical Counseling Program
  • Provide executive oversight of all operational, administrative, provider network, quality, technology, reporting, and financial activities supporting contract performance
  • Establish program governance, operational priorities, implementation strategies, and execution plans supporting successful contract delivery
  • Ensure program execution aligns with contractual requirements, operational objectives, quality standards, and Leidos program governance
  • Foster a culture of operational excellence, accountability, collaboration, innovation, and continuous improvement

Customer & Executive Stakeholder Management

  • Serve as LQTC’s executive point of contact for Leidos Program Management regarding Task 6 execution and performance
  • Build and maintain strong working relationships with Leidos leadership and key program stakeholders
  • Lead executive-level program reviews, operational readiness meetings, performance reviews, and strategic planning sessions
  • Provide executive briefings, operational updates, risk assessments, and performance reporting to senior leadership
  • Ensure timely communication of program status, emerging risks, operational challenges, and recommended mitigation strategies

Program Governance & Operational Integration

  • Establish governance processes supporting integrated execution across recruiting, credentialing, onboarding, provider operations, training, quality, finance, reporting, information technology, and operational support functions
  • Ensure effective coordination between internal departments and Leidos-managed workstreams
  • Oversee development and execution of integrated implementation plans, readiness milestones, operational schedules, and governance reporting
  • Direct cross-functional collaboration to ensure operational consistency, efficient decision-making, and successful program execution
  • Monitor overall program health through operational metrics, milestone achievement, and performance dashboards

Provider Network Strategy & Operational Readiness

  • Partner with Clinical Operations for provider recruitment, onboarding, credentialing, licensure verification, training, security compliance, technology readiness, activation, and operational deployment
  • Coordinate sufficient provider capacity to support contractual access, geographic coverage, participant demand, and operational requirements
  • Monitor provider readiness across implementation phases and geographic markets while proactively addressing capacity risks
  • Ensure providers satisfy all readiness requirements prior to participant assignment, including credentialing, security, training, system access, documentation, and availability

Quality Management & Contract Compliance

  • Establish and oversee the program quality management framework supporting compliance with contractual obligations, quality standards, participant confidentiality, documentation requirements, and applicable regulatory requirements
  • Ensure operational readiness to meet or exceed contractual Service Level Agreements and Key Performance Indicators
  • Lead provider performance improvement initiatives, corrective action planning, root cause analyses, and quality assurance activities

Risk, Issue & Change Management

  • Support proactive identification, assessment, mitigation, and resolution of operational, contractual, financial, clinical, technology, staffing, and implementation risks
  • Maintain oversight of program risks, dependencies, assumptions, and operational issues
  • Lead decision-making regarding program priorities, resource allocation, and issue resolution
  • Coordinate organizational responses to contractual changes, operational challenges, and evolving customer requirements
  • Ensure timely escalation of issues requiring executive leadership or customer engagement

Performance Management & Reporting

  • Validate reporting methodologies, data integrity, operational metrics, and performance analyses supporting contractual reporting requirements
  • Monitor program trends and operational performance against contractual expectations
  • Utilize data analytics to support strategic planning, operational improvement, resource optimization, and executive decision-making
  • Ensure reporting processes are accurate, timely, traceable, and supported by validated source data

Financial & Business Operations

  • Provide executive oversight of contract financial performance, provider payment operations, invoice support, budget management, forecasting, reconciliation, and resource utilization
  • Ensure operational processes support accurate provider payment, financial accountability, and contractual compliance
  • Monitor financial performance against program objectives while balancing operational effectiveness and fiscal responsibility
  • Collaborate with finance leadership to support contract profitability, forecasting, and operational planning

Strategic Planning & Continuous Improvement

  • Develop and execute strategic initiatives supporting operational maturity, provider network optimization, technology improvements, reporting enhancements, and participant experience
  • Champion innovation and best practices to improve program quality, operational efficiency, and service delivery
  • Lead lessons learned activities and implement process improvements supporting long-term contract success
  • Promote organizational readiness to support future program growth, evolving customer requirements, and continuous operational excellence

Leadership Responsibilities

  • Lead and develop multidisciplinary teams supporting provider operations, credentialing, recruiting, quality, reporting, finance, and program administration
  • Establish performance expectations, accountability measures, and professional development opportunities
  • Foster collaboration across internal departments and external partners
  • Build a culture focused on customer service, operational excellence, compliance, quality, and mission success

Required Qualifications:

  • Bachelor’s degree in Healthcare Administration, Business Administration, Behavioral Health, Public Health, or a related field (master’s degree preferred)
  • Minimum of 14+ years relevant practical experience

Preferred Qualifications:

  • Demonstrated experience leading complex healthcare operations, behavioral health programs, or government service delivery programs
  • Experience leading cross-functional teams across operations, quality, compliance, finance, technology, reporting, and other shared services
  • Working knowledge of healthcare credentialing, quality management, operational performance measurement, and healthcare regulatory requirements
  • Experience supporting federal government contracts and working with prime contractors and government customers
  • Proven ability to lead executive stakeholder engagement, contract execution, strategic planning, and organizational change
  • Excellent leadership, communication, financial management, analytical, and organizational skills
