Job description
Mortenson is seeking a strategic and operationally focused Equipment Solutions Manager - Fleet Management to lead the governance, lifecycle management, compliance, cost performance, and continuous improvement of Mortenson's company vehicle fleet. This role will serve as the centralized business owner for vehicle fleet operations, helping establish standardized processes, improve data visibility, strengthen DOT and regulatory compliance, optimize vehicle utilization, and support scalable growth across Mortenson's operating groups.
The Fleet Manager will provide enterprise-level leadership across vehicle procurement, replacement planning, utilization, maintenance coordination, vendor management, licensing, telematics, fuel programs, insurance coordination, and fleet-related reporting. This position will partner closely with Equipment Solutions, Operations, Finance, Risk Management, Legal, HR, vendors, and field leadership to ensure Mortenson's vehicle fleet supports project execution, safety, cost discipline, and long-term business needs.
RESPONSIBILITIES:
Fleet Governance & Strategy
- Develop, maintain, and continuously improve enterprise standards, procedures, and operating controls for Mortenson's vehicle fleet.
- Establish consistent processes for vehicle requests, specifications, procurement, assignment, transfer, utilization, maintenance coordination, and disposal.
- Partner with Equipment Solutions and operating group leadership to align vehicle fleet strategy with business growth, field operations, and project needs.
- Support the continued development of a scalable fleet operating model, including role clarity, service expectations, reporting cadence, and stakeholder accountability.
- Serve as the subject matter expert for vehicle fleet operations, providing guidance to field leaders, project teams, Finance, Risk Management, and other internal partners.
Asset Lifecycle Management
- Oversee the full lifecycle of company vehicles, including planning, acquisition, deployment, reassignment, replacement, and disposal.
- Build and maintain lifecycle replacement models that balance depreciation, maintenance risk, safety, utilization, operational need, and total cost of ownership.
- Analyze fleet utilization, maintenance trends, mileage, downtime, replacement timing, and vehicle suitability to improve asset performance.
- Coordinate with internal stakeholders and external partners to ensure vehicles are properly specified, ordered, delivered, upfitted, registered, and ready for business use.
- Support field leadership with vehicle allocation and planning decisions based on business priorities and operating needs.
Compliance & Risk Management
- Lead compliance oversight for applicable DOT, state, registration, licensing, permitting, emissions, and fleet-related regulatory requirements.
- Partner with HR, Safety, Risk Management, Insurance, and Operations to support driver authorization, fleet risk mitigation, claims review, and compliance readiness.
- Monitor compliance-related activity, including licensing, credentialing, preventive maintenance, inspections, documentation, and fleet records.
- Support audits, reporting, and corrective action plans related to fleet compliance, driver readiness, asset records, and regulatory requirements.
- Help ensure fleet processes support Mortenson's safety expectations and project execution standards.
Financial Oversight & Cost Optimization
- Manage and support annual fleet budgeting, forecasting, cost analysis, and financial reporting for vehicle-related expenses.
- Analyze lease, fuel, maintenance, repair, insurance, registration, upfit, and disposal costs to identify savings opportunities and cost leakage.
- Develop total cost of ownership reporting and cost-per-mile insights to support executive and operational decision-making.
- Partner with Finance and Procurement to improve billing accuracy, vendor program performance, invoice review, and fleet-related financial controls.
- Leverage vendor relationships and enterprise purchasing power to improve pricing, service levels, and fleet value.
Vendor, OEM & Program Management
- Manage relationships with fleet management providers, OEMs, upfitters, maintenance vendors, fuel providers, telematics partners, and related suppliers.
- Hold vendors accountable for service performance, delivery timelines, cost accuracy, reporting quality, and issue resolution.
- Support contract review, vendor negotiations, service-level expectations, and program improvements in partnership with Procurement, Legal, and Finance.
- Provide cross-functional coordination between vendors and Mortenson stakeholders to ensure a smooth experience for drivers and project teams.
Data, Telematics & Reporting
- Own the development and improvement of fleet reporting, dashboards, KPIs, and data governance.
- Track and report on utilization, mileage, fuel performance, maintenance trends, compliance status, replacement planning, and cost performance.
- Support telematics deployment, governance, data integrity, configuration standards, and reporting adoption.
- Use fleet data to identify trends, recommend improvements, and support leadership decisions.
- Provide regular reporting and recommendations to Equipment Solutions and operating leadership.
Stakeholder Support & Collaboration
- Partner with field operations, project teams, superintendents, equipment facilities, Finance, Legal, Risk Management, HR, and external partners to support vehicle fleet needs.
- Act as a trusted advisor to operating groups regarding vehicle planning, policy interpretation, compliance expectations, and fleet process improvements.
- Support change management as standards, systems, workflows, and reporting expectations evolve.
- Represent Mortenson professionally in vendor, industry, project, and internal meetings.
- Perform additional responsibilities as assigned to support Equipment Solutions and enterprise fleet objectives.
REQUIRED QUALIFICATIONS
- Bachelor's degree in Business, Operations, Supply Chain, Transportation, Logistics, Construction Management, or a related field; equivalent experience may be considered.
- 5+ years of experience managing fleet operations, transportation, logistics, equipment, asset management, or a comparable asset-intensive business function.
- Experience with multi-state vehicle compliance, DOT requirements, licensing, registration, permitting, or related regulatory processes.
- Strong financial acumen with experience analyzing operating costs, budgets, lifecycle costs, utilization, or total cost of ownership.
- Demonstrated ability to build processes, improve controls, standardize workflows, and lead cross-functional initiatives.
- Experience managing vendor relationships and working with external service providers.
- Strong communication skills with the ability to influence and partner across field operations, corporate teams, and leadership.
PREFERRED QUALIFICATIONS
- Experience in construction, heavy equipment, fleet management, transportation, logistics, or field operations.
- Certified Automotive Fleet Manager, Certified Automotive Fleet Specialist, DOT compliance training, or similar fleet-related certification.
- Familiarity with fleet management systems, telematics platforms, maintenance systems, fuel card programs, or asset management tools.
- Experience supporting decentralized operations across multiple states, regions, or operating groups.
- Knowledge of vehicle upfitting, OEM programs, leasing, fuel programs, maintenance networks, and vehicle replacement planning.
- Experience developing dashboards, KPIs, reporting tools, or data-driven operating reviews.

Preferred:
- Construction or heavy equipment industry experience.
- Fleet certification or DOT compliance training.
- Prior leadership experience or experience leading cross-functional initiatives.
- Experience working with enterprise fleet management partners or outsourced fleet programs.
Working Conditions / Travel:
- This position may be based at a Mortenson office, preferred location of Minneapolis, MN.
- Periodic travel may be required to operating group offices, equipment facilities, vendor locations, or project sites.
- Some overnight travel may be required.
- Project site visits may involve exposure to active construction environments, outdoor weather conditions, uneven surfaces, dust, noise, and required PPE.

The base pay range for this role is $113,500 - $170,300. (Actual range is higher for the following office locations: Denver, CO and Chicago, IL - 5%, Seattle, WA, and Portland, OR - 10%, Washington, D.C. - 12.5%).
Base pay is positioned within the range based on several factors including an individual's knowledge, skills, and experience, with consideration given to internal equity. This position is eligible for Mortenson's incentive plan.
