Job description

ICF is seeking experienced emergency management professionals to join our Disaster Response Finance/Administration Section Reservist Cadre. This is an On-Call position supporting disaster preparedness, response, recovery, and resilience missions across the United States. Assignments are activated based on project and disaster operational needs and may involve deployments to Emergency Operations Centers (EOCs), Joint Field Offices (JFOs), Disaster Recovery Centers (DRCs), client sites, field locations, or remote environments. Deployment opportunities are not guaranteed and may vary in duration, location, and frequency.

Reservists are typically activated for disaster events, emergency exercises, planning projects, and surge support requirements. Candidates should be prepared to deploy with limited notice, work flexible schedules that may include evenings, weekends, and holidays, and support incident operations in dynamic and fast-paced environments.

About On-Call Employment with ICF
Due to the seasonal or project-specific nature of our disaster and emergency management work, ICF hires professionals as "On-Call" employees. On-Call employees are scheduled for work as it becomes available, with the freedom to accept or decline assignments. Individuals may work on concurrent projects outside of their ICF assignments, provided there is no conflict of interest.


Key Responsibilities - What You Will Be Doing
Support financial management activities including budgeting, cost tracking, expenditure monitoring, forecasting, analysis, and financial reporting for emergency management and disaster recovery operations.
Assist with disaster recovery grants, reimbursement programs, funding eligibility reviews, cost documentation, compliance monitoring, and program implementation activities.
Provide procurement, purchasing, contracting, vendor coordination, resource acquisition, and contract administration support while maintaining financial accountability and compliance documentation.
Perform administrative functions including personnel tracking, timekeeping, travel coordination, deployment administration, records management, reporting, and program documentation.
Maintain accurate financial, operational, and program records to support audits, reimbursement requests, compliance reviews, and organizational accountability requirements.
Coordinate with finance, logistics, planning, and operational teams to support emergency response, disaster recovery, preparedness, continuity, and resilience initiatives.
Support compliance with federal, state, local, organizational, contractual, and grant requirements while identifying and escalating documentation or compliance concerns.

Minimum Qualifications -
Candidates must possess qualifications commonly applicable across FEMA Finance/Administration Section Chief and Unit Leader positions.
3+ years of professional experience supporting financial management, budgeting, cost tracking, forecasting, financial reporting and expenditure monitoring activities.
2+ years of professional experience in grants management, disaster recovery funding programs, reimbursement processes inclusive of regulatory compliance requirements.
2+ years of professional experience supporting procurement, purchasing, contracting, or vendor coordination.
2+ years of professional experience working with personnel tracking, timekeeping, travel coordination and records management to maintain accurate financial, operational and program records in support of audits, compliance reviews and accountability requirements.
Completion of FEMA/NIMS ICS courses: 100, 200, 700, 800.
Must have a valid U.S. driver's license and successfully pass a Motor Vehicle Records (MVR) check.
Must be willing and able to travel, both flight and vehicle, with short notice; inclusive of deployment nationally, hours including evenings and weekends in rapidly changing operational environments.

Preferred Qualifications (these will set candidates apart)
Bachelor's degree in Finance, Accounting, Business Administration, Public Administration, Economics, Emergency Management, or a related field; or an equivalent combination of education and experience.
Experience working within an Emergency Operations Center or similar environment.
Experience in supporting finance, timekeeping, purchasing, and similar in a government setting.
Experience working with federal, state, tribal territorial or local government partners.
Completion of FEMA/NIMS ICS courses: 300, 400.
Finance/Administration Section Chief level role: Deployment experience in the FSC role and ICS Training, including ICS 400, E/G/L 0191 and E/L 0973, Type 1-3 experience.
