Job Summary

The Financial Information Services Agency and the Office of Payroll Administration (FISA-OPA) are seeking a highly experienced and motivated Mainframe Infrastructure Manager to lead the Mainframe Systems team within the Shared Systems Division. This leadership role is responsible for overseeing the day-to-day operations of IBM mainframe systems, ensuring system availability, performance, disaster recovery readiness, infrastructure planning, and technology modernization initiatives. The ideal candidate will bring deep expertise in enterprise infrastructure management, mainframe operations, performance tuning, project leadership, vendor coordination, and strategic planning in large-scale environments.

Key Responsibilities

Team Leadership & Operations

  • Lead and manage the Mainframe Systems team responsible for IBM mainframe infrastructure, storage, subsystems, and program products.
  • Oversee daily operations and ensure systems meet SLA requirements.
  • Assign tasks, manage performance, and establish team and individual goals.
  • Participate in troubleshooting critical production incidents with 24/7 availability as needed.
  • Ensure adherence to FISA-OPA technical standards and operational policies.

Mainframe Administration & Disaster Recovery

  • Provide leadership in z/OS administration, hardware configuration, system performance, and disaster recovery planning.
  • Serve as the lead coordinator for disaster recovery initiatives and testing.
  • Research and implement strategic infrastructure solutions related to mainframe systems.

Performance Monitoring & Capacity Planning

  • Analyze performance metrics and capacity data for enterprise systems.
  • Conduct daily, monthly, and annual capacity and performance planning activities.

Project & Upgrade Management

  • Lead projects involving hardware/software upgrades and infrastructure enhancements.
  • Develop and manage project plans, timelines, and resource coordination.
  • Mentor technical teams to ensure successful project delivery.

Software & Vendor Management

  • Track software releases, maintenance updates, and lifecycle management activities.
  • Coordinate with vendors for support, procurement, and capacity planning.
  • Build strong relationships with hardware and software providers.

Technology Innovation

  • Stay updated on emerging technologies related to mainframe and enterprise infrastructure systems.
  • Evaluate and implement new technologies aligned with agency needs.

Documentation & Fiscal Planning

  • Develop and maintain technical documentation, procedures, and operational standards.
  • Support budgeting and fiscal planning for hardware/software upgrades, lifecycle management, and consolidation initiatives.

Minimum Qualifications

  • Bachelor's degree in Computer Science, Engineering, or related field with:
    • 4+ years of experience in datacenter engineering/operations, cloud infrastructure, or complex IT infrastructure engineering; OR
    • 8+ years of related infrastructure experience with a bachelor's degree in any field; OR
    • Equivalent combination of education and experience.

Preferred Qualifications

  • 20+ years of experience managing enterprise infrastructure in large-scale environments.
  • Strong expertise with IBM Mainframe z/OS systems, subsystems, storage, security, and performance management.
  • Experience with AIX/Linux/Unix infrastructure environments is also acceptable.
  • Experience managing enterprise storage systems and disaster recovery solutions.
  • Strong analytical, troubleshooting, and problem-resolution skills.
  • Excellent project management, communication, and leadership abilities.
  • Ability to coordinate across departments, vendors, and technical teams.
  • Strong written and verbal communication skills.
