Reporting to the Head of Program, the Lead Clinician will be responsible for supporting and ensuring the comprehensive service delivery of foster care and clinical services to Unaccompanied Children. The Lead Clinician will offer consultation and trauma-informed expertise to program staff and stakeholders to promote stable foster home placements and provide clinical feedback. In collaboration with the case management team, these services will be provided on a short-term basis and will require extensive knowledge of the policies of the Office of Refugee Resettlement (ORR). Additionally, the Lead Clinician will conduct training during the onboarding process for new staff and continually in accordance with state and federal requirements. This role includes direct supervision of case management and clinical staff.

This position is expected to function effectively with minimal supervision while following the guidelines given on procedures, along with agency, state, and federal regulatory requirements.

Responsibilities/Duties

  • Support and supervise program staff with service delivery, documentation, and client related issues;
  • Provide direct therapeutic services to clients and community members as needed including individual, group and family focused therapy;
  • Provide clinical supervision to staffing seeking clinical licensure;
  • Administer required behavioral and mental health assessments for children and families, as needed;
  • Facilitate comprehensive training to new program staff, interns and foster parents, including Behavior Management modality (CPI);
  • Ensure ORR and the program's internal documentation practices and reporting requirements are met in following with contract and licensing standards;
  • Participate in staff meetings with stakeholders and offer clinical feedback regarding client treatment needs;
  • Develop and maintain positive relationships with external stakeholders;
  • Attend, facilitate, and assist with providing on-going education and support services to foster parents;
  • Participate in data collection and review to evaluate individual and program success – set goals for improvement based on overall strategies and objectives;
  • Provide crisis intervention and guidance to staff regarding clinical components of crisis intervention and long-term treatment strategies;
  • Participate in on-call scheduling;
  • Perform other job-related duties as assigned.

Qualifications

  • Master's degree in Social Work and two (2) years of postgraduate direct service delivery experience OR;
  • Master's degree or Ph.D. in psychology, sociology, or other relevant behavioral science in which clinical experience is a program requirement, and two (2) years of postgraduate direct service delivery experience;
  • Licensure to provide clinical services in Maryland; LCSW-C required;
  • Supervisory experience in direct service delivery with the ability to effectively delegate tasks and responsibilities;
  • Fluency in Spanish, required;
  • Prior experience working with refugee and/or immigrant populations, strongly preferred;
  • Excellent verbal and written communication skills, including interpersonal communication, group leadership skills, public speaking and clinical and persuasive writing skills;
  • Active motor vehicle license, clean driving record, and a reliable automobile with adequate insurance coverage;
  • Ability to pass a criminal history screen, including state and local child protection agency registries;
  • Up to 25% travel required including escorting youth to family unifications by car and air. Typically requiring same day travel but may, on occasion, involve overnight stays;

SPECIAL POSITION REQUIREMENTS

  • Must be willing and able to clear a criminal background check for the past seven (7) years.
  • Must be willing and able to request and clear Child Abuse and Neglect background check in all states lived within previous five (5) years, updated yearly.
  • Must be willing and able to obtain FBI fingerprint check every five (5) years.
  • Must undergo an enhanced background check following hire.
  • Must have valid driver's license and MVA check free of major infractions for the last seven (7) years.
  • Must clear a State of Maryland Department of Public Safety and Corrections Services screening.
  • Must complete a bi-annual physical exam and TB testing, in accordance with Maryland state licensing requirements.
  • Must maintain proof of childhood and annual vaccinations, including MMR, varicella, Tdap, and influenza or complete titer blood test.
  • Must be CPR, First Aid, and AEC certified upon hire or within 60 days of hire.
  • Must be able to complete non-traditional work hours including evenings and weekends to accommodate on-call support and foster home visits, as needed.
