Responsible for financial, operational, and personnel management of the Facilities Management Departments. Ensures the quality operation of all facilities and equipment in a safe, dependable and efficient manner. Responsible for participation in multi-departmental functions such as loss prevention management, and the management of programs and features included as part of accreditation agency's physical environment. The director is responsible for Phoebe Putney Memorial Hospital, Phobe North campus, Meredyth campus and other facilities throughout the Albany area.
Qualifications
Vocational/Technical Degree in Construction/Facilities Management, Electrical/Mechanical technology or related fields. Required
Bachelor's Degree, either BA or BS, in Construction or Facilities Management or Engineering Preferred
Work Experience
7 or more years Construction or facilities management in industrial or health care environment, and acute care hospital setting. Required
3 or more years construction planning, design, and project management and administration. Preferred
Licenses and Certifications
Certified Facilities Manager (CFM) Preferred
Essential Functions
Ensures the continuing operation of PPMH & Phoebe North central utility systems, including boiler/steam, domestic water and sewer, chilled water, normal and emergency electrical systems.
Oversees the development and implementation of systems for control and efficient and effective utilization of all utilities such as gas, water, and
power.
Establish and/or maintain for the recurring inspection of all facilities. Evaluates condition and initiates corrective actions as needed.
Establishes and maintains procedures for work generation, schedule, design, planning, and implementation. Provides for proper maintenance, corrective repairs, and facility service contracts. Effectively prioritizes all maintenance and repair actions such that all pertinent goals and objectives are maintained.
Plans, organizes, and executes all construction, alteration, and expansion projects as assigned. Plans and provides for the overall capital
improvements plan and its implementation.
Prepares scopes of work/specifications for contractor accomplishment of maintenance, repair, and/or construction actions. Solicit bids from contractors, analyze quotes, make recommendations for acceptance, and serve as professional liaison between hospital and contractor during contract cycle.
Executes professional consulting, engineering, construction, alteration, preventive maintenance, operation, material, and equipment contracts within authorized resources. Administers contracts and monitors progress to ensure compliance with plans and specifications.
Provides for the proper documentation of all Facilities Branch actions using a computerized maintenance management system.
Maintains an accurate inventory of facilities, equipment, related building histories, record and as-built drawings and library data.
Establishes, maintains, and monitors procedures for ensuring quality control. Additionally ensures all facilities branch actions are completed within established parameters.
Responsible for directly supervising the department's Managers and indirectly supervising the technical staff and Technical Team Leaders.
Assists in monitoring and reviews workloads to ensure staffing levels are adequate. Initiates changes to staffing levels as needed. Maintains, establishes, and updates job descriptions to reflect current requirements.
Primarily responsible for interviewing and hiring of applicants.
Establishes and maintains a departmental training program. Determines core, orientation, annual, trade and equipment-specific training requirements. Establishes training plan for department and ensures participation requirements are met. Promotes and encourages professional growth and development of personnel through attendance at in-services, workshops, seminars, etc., both inside and outside of PPMH.
Maintains the PPMH program for performance evaluation; supplements evaluation methods and criteria as needed. Administers PPMH and Plant Operations management policies and procedures as required. Initiates personnel actions, such as merit increases, promotions, transfers, disciplinary actions, etc.
Oversight of reviewing, evaluating, and monitoring work schedules, workflow, work hours, and duty assignments of personnel, and effect changes as needed.
Promote good employee relations within the department and between departments. Resolves personnel issues in a timely and effective manner.
Oversees the proper maintenance of personnel records located in Human Resources and within the department.

RESOURCE AND SUPPLY MANAGEMENT:
Develops and implements inventory control procedures for spare parts, materials, spare equipment, and tools.
Responsible for establishment, monitoring, and implementation of procedures for the purchase of spare parts, materials, equipment, and tools and their coordination with Materials Mgmt. policies. Responsible for procedures to address establishment and justification of requirements, quote solicitation procedures, receipt of deliveries, and processing of invoices.
Participates in research study and evaluation of new products, services, and technical equipment to assess their value in improving productivity in the department and in the hospital.
Develops and manages both Operating and Capital Budgets for current and future years.
Initiates commitments and obligations within established guidelines.
Reviews and monitors expenditures and makes program adjustments as necessary.
Maintains appropriate records and statistics for administrative and regulatory purposes.
Establishes and maintains complete and accurate records of time charges. Implements cost-effective measures in department operation.
Ultimately responsible for maintaining all capital construction project budgets.
Responsible for maintaining Accreditation Agency Compliance.
The Facility Management Department and its Director and Managers are responsible for the organization's Statement of Conditions and Plan for Improvement.
The Facility Management Department is responsible for maintaining the organization's compliance with regard to the Fire and Life Safety Plaand the Utility Management Plan within the Environment of Care.
Documents and submits required information and data in a timely fashion.
Clearly and accurately documents designated processes, policies, products, service offerings, etc.
Ensures that documentation is tailored to expected readers / users.
Uses correct terminology.
