About the Opportunity:

The Leave Analyst II administers employee medical leave and workplace disability accommodation programs. This position manages the full scope of leave-related responsibilities while ensuring strict compliance with all applicable federal and state regulations, as well as established departmental best practices. The Leave Analyst II provides guidance and support to County employees, department leadership, and human resources partners, and serves as the primary subject matter expert for complex or technical inquiries.

Ideal Knowledge, Skills, and Abilities (KSAs):

  • Ability a compassionate, human centered lens while accurately administering leave cases, using critical thinking, technical proficiency, and regulatory knowledge to support employees through complex situations.

  • Ability high attention to detail when reviewing, documenting, and administering complex protected leave cases, while maintaining professionalism and sensitivity to employee circumstances.

  • Skill in using and navigating HR information systems, casemanagement tools, and related technologies, with the ability to learn new platforms and processes efficiently.

  • Ability to use critical thinking to assess information, identify issues, develop solutions, and work collaboratively with colleagues to support accurate and timely case outcomes.

  • Knowledge of applicable local, state, and federal leave and accommodation regulations, including, Oregon Family Leave Act (OFLA), Family and Medical Leave Act (FMLA), Paid Leave Oregon (PLO), and the Americans with Disabilities Act (ADA).

  • Ability to manage time effectively, prioritize tasks, oversee a high volume of cases, and consistently meet deadlines and compliance requirements.

Education and Experience:

  • A bachelor's degree in Human Resources, Public Administration, Social Science, Business Administration, or related degree program from an accredited institution of higher education;ANDtwo (2) years of professional-level human resources experience related to the position; OR

  • An associate degree in Human Resources, Public Administration, Social Science, Business Administration, or related degree program from an accredited institution of higher education;ANDfour (4) years of professional-level human resources experience related to the position;OR

  • High school diploma/GED and six (6) years of professional-level human resources experience related to the position.
