Overview
MSA Professional Services is seeking a Project Manager - Mobility to lead the planning, design, and delivery of roadway and transportation infrastructure projects. This role combines project management, client leadership, and technical oversight to successfully deliver projects for state, county, and municipal clients.
As a key member of our Mobility team, you will lead multidisciplinary project teams, manage client relationships, and oversee the design of roadway projects using OpenRoads Designer (ORD). You will guide projects from pursuit through closeout while helping develop staff and supporting the continued growth of MSA's transportation practice.

Responsibilities
Project Management & Delivery
  • Lead roadway and transportation projects through planning, design, permitting, bidding, and construction support phases
  • Manage project scope, schedules, budgets, staffing, and client expectations
  • Develop project management plans, QA/QC plans, schedules, and resource strategies to ensure successful project delivery
  • Monitor project performance, identify risks, and implement corrective actions as needed
  • Ensure projects are completed on time, within budget, and in accordance with client requirements and agency standards

Roadway Design & Technical Leadership
  • Provide technical oversight for roadway design projects utilizing OpenRoads Designer (ORD) and related transportation design software
  • Review roadway geometrics, drainage designs, traffic considerations, staging plans, and construction documentation
  • Coordinate with multidisciplinary teams to develop practical, safe, and cost-effective transportation solutions
  • Support quality control reviews and ensure compliance with DOT and local agency standards

Client Relationship Management
  • Serve as the primary point of contact for clients, agencies, and project stakeholders
  • Lead project meetings, presentations, and stakeholder coordination efforts
  • Communicate project status, scope changes, schedules, and budgets effectively
  • Build and maintain strong relationships with state DOTs, counties, municipalities, and other transportation clients

Business Development & Strategic Growth
  • Support project pursuits, proposal preparation, and statement of qualifications development
  • Collaborate with Client Service Managers and leadership teams to identify and secure new opportunities
  • Participate in industry organizations and professional associations to strengthen client relationships and promote MSA's transportation expertise
  • Contribute to the growth and strategic direction of the Mobility service line

Mentorship & Team Development
  • Mentor and develop engineers, designers, and emerging professionals
  • Foster technical excellence, collaboration, and continuous improvement within project teams
  • Support staff development through coaching, knowledge sharing, and project leadership opportunities

Qualifications
Education
  • Bachelor's degree in Civil Engineering or related engineering discipline required

Experience
  • 6+ years of transportation engineering and project management experience
  • Experience managing roadway design projects for state and local transportation agencies preferred
  • Experience utilizing OpenRoads Designer (ORD) for roadway design required

Licensure
  • Professional Engineer (PE) license required

Skills
  • Strong understanding of roadway design principles, transportation engineering practices, and DOT standards
  • Advanced proficiency with OpenRoads Designer (ORD), MicroStation, and related roadway design software
  • Demonstrated experience managing project scope, schedules, budgets, and resources
  • Strong client relationship management and business development skills
  • Excellent written and verbal communication abilities
  • Proven leadership, mentoring, and team-building skills
  • Ability to manage multiple priorities in a fast-paced consulting environment
  • Strong organizational, negotiation, and problem-solving capabilities
