Job Summary

The Learning & Development Specialist II plays a key role in driving learning programs that enhance employee capability, performance, and compliance. This role is responsible for program ownership, facilitation, and content development, while partnering with stakeholders to deliver high-quality learning solutions aligned with business goals and regulatory requirements.  

Essential Functions, Duties, and Responsibilities

Program Ownership & Execution 

  • Independently own and manage assigned learning programs from needs assessment through delivery, evaluation, and continuous improvement 

  • Ensure alignment to business objectives, while maintaining consistency and quality across learning initiatives 

  • Monitor program performance and implement improvements based on data, feedback, and evolving needs 

Training Delivery & Facilitation 

  • Facilitate engaging instructor-led, virtual, and blended learning experiences for diverse audiences 

  • Deliver learner-centered sessions that drive knowledge transfer and on-the-job application 

  • Coach SMEs and partners on facilitation techniques and adult learning principles 

Content Creation & Instructional Design 

  • Design and develop instructional materials including ILT, eLearning, and performance support tools 

  • Translate complex or technical content into clear, learner-friendly experiences in partnership with SMEs 

  • Apply instructional design best practices to create effective, scalable learning solutions 

Stakeholder Partnership & Relationship Management 

  • Build strong relationships to understand operational needs and learning priorities 

  • Collaborate with stakeholders to define requirements, align expectations, and manage timelines 

  • Provide consultative input to ensure training solutions drive business outcomes 

Training Needs & Program Alignment 

  • Conduct training needs assessments in partnership with key stakeholders 

  • Align learning solutions with employee development, job readiness, and compliance requirements 

  • Support role-based training pathways that enable skill progression and performance 

Learning Management System (LMS) & Reporting 

  • Manage LMS activities including enrollment, tracking, and completion reporting 

  • Analyze training data to identify trends, gaps, and opportunities for improvement 

  • Generate and share insights to inform stakeholders and optimize learning programs 

Program Evaluation & Continuous Improvement 

  • Evaluate training effectiveness using feedback, metrics, and performance indicators 

  • Identify opportunities to enhance learning experiences and outcomes 

  • Implement continuous improvements to increase program impact and scalability 

Collaboration & Team Contribution 

  • Share best practices and contribute to a culture of continuous improvement 

  • Support team initiatives and contribute to broader learning strategies 

Educational and Experience Requirements

  • Bachelor’s degree in Human Resources, Education, Organizational Psychology, Business, or a related field, with 3–5 years of experience in Learning & Development or talent development, preferably within a corporate or regulated environment 

  • Proven experience delivering training across instructor-led, virtual, and blended learning formats 

  • Demonstrated experience designing and developing training solutions using instructional design methodologies 

  • Proven track record in conducting training needs analysis, designing programs, facilitating learning sessions, and utilizing Learning Management Systems (LMS) to support training delivery and reporting 

Knowledge, Skills, and Abilities

  • Strong facilitation and presentation skills, demonstrating facilitation excellence and the ability to engage diverse audiences 

  • Knowledge of adult learning principles and best practices, supporting instructional design and content development 

  • Ability to translate complex or regulated content into clear, learner-focused materials 

  • Proficiency in Learning Management Systems (LMS) for administration, tracking, and reporting, supporting program ownership and accountability 

  • Strong collaboration and communication skills, supporting stakeholder partnership and relationship management 

  • Ability to communicate effectively and influence others, aligned with communication and influence 

  • Analytical skills to interpret data and improve learning outcomes, supporting a growth mindset 

  • Proficiency with eLearning authoring tools and related technologies 

  • Strong written and verbal communication skills with attention to detail
