Job description

SKILLS:

POSITION SUMMARY:
  • Hiring Manager is looking for someone to provide training to Pipeline Construction Division staff and draft Systems Construction Inspector, Technical Contracts Supervisors, Administrative Contract Manager, Project Manager, and Construction Management Section Manager manuals. As Learning and Development Specialist you will work as a business partner for the Pipeline Construction Division in developing employees and improving team performance. This L&D Specialist is an internal consultant focused on business team developmental and knowledge transfer initiatives.
ESSENTIAL FUNCTIONS:
  • Performs developmental needs assessments (business unit, team) and translates outcomes to solution-based program development.
  • Supports the Pipeline Construction Division with all Division knowledge transfer functions.
  • Evaluates operational issues and, where applicable, recommends developmental solutions and upon approval acts on implementing the solutions.
  • Designs and implements learning and development programs and sessions including testing and evaluation procedures.
  • Conducts knowledge and skill-based development sessions.
  • Coordinates the skill development/knowledge component of knowledge-based and skill-based pay programs.
  • ssists with legacy knowledge transfer initiatives.
  • ssists with learning and development of the Pipeline Construction Division business units' competencies.
  • ccesses the portfolio of development solutions to ensure the appropriate applications are deployed, including, but not limited to classroom, e-learning, and guided learning; Works with WSSC Water business teams' subject matter experts to define learning and skill needs that support Utility Services processes that integrate with and relate to the other team's business processes.
  • Partners with Pipeline Construction Division business sections staff in ensuring effective and efficient delivery of programs and sessions.
  • Facilitates/leads Utility Services Team's new employee orientation sessions.
  • Lead or participate on Annual Action/Department Action Item teams/sub teams and other special projects.
  • Drives a vehicle to conduct WSSC Water business.
OTHER FUNCTIONS:
  • Performs other related duties as assigned.
  • Possession of a valid driver's license, with no more than 4 points, and the ability to obtain and maintain a WSSC Water driver's permit within 90 days of hire or transfer date,
  • Demonstrated experience in design and delivery of training and education.
Required Skills:
  • Demonstrated knowledge of: current best practices in learning, organization development, and performance improvement; instructional design and adult learning concepts; employee development related to knowledge transfer.
  • Demonstrated ability in: internal consulting; large group presentation; performing needs assessments and translating to developmental programs; instructional design including curriculum design; managing vendors and evaluating their performance against contracted requirements; coaching and counseling employees on functional developmental needs and optimal solutions to those needs; communication at all organizational levels; working cooperatively with peers and supervisors in a team-based environment; effective problem-solving and decision-making; use of standard office automation software and learning management systems.
Must Have Skills & Experience:
  • Proficiency in designing and developing effective learning programs and materials, including e-learning modules, training manuals, and in-person training sessions.
  • Familiarity with adult learning theories and best practices in organizational development and performance improvement.
  • Experience using Learning Management Systems (LMS) and other relevant technologies to deliver and track training programs.
  • Possession of a valid driver's license for conducting business travel as required by the position.
Required Experience:
  • 3 years of professional experience as a learning, training and development, technical training or organizational development professional.
Preferred Experience:
  • Certification as a Certified Professional in Learning and Performance (CPLP).
  • Master's degree in education, Instructional Design, Organizational Development.
  • Certified in recognized learning model/program (s).
Required Education:
  • Bachelor's degree in education, Instructional Design, Organizational Design, Business Administration, or a related area.
