Your role

Join our team as a Talent Program Manager with the Human Resources team.

The Talent Program Manager empowers the business to excel by driving learning, development, and career growth across the organization. Through the design, delivery, and continuous improvement of talent programs, including mentorship, career frameworks, HiPo development, engagement, and succession planning. This role builds a consistent and scalable capability aligned to business priorities.

The Talent Program Manager leads initiatives end-to-end, from needs analysis and design through implementation, evaluation, and continuous improvement, leveraging data and KPIs to measure impact and inform decisions. Operating within a matrixed environment, this role works cross-functionally and collaboratively through working groups and partnerships, engaging key stakeholders across the business and HR to co-create, implement, and sustain talent initiatives. Depending on the initiative, the Talent Program Manager may lead or contribute as a subject matter expert, ensuring strong stakeholder involvement, shared ownership, and alignment to business needs.

This role also ensures talent initiatives are scalable, consistently applied, and aligned across the talent lifecycle, while fostering a culture of continuous learning and development. By translating insights into actionable recommendations and leading change management efforts, the Talent Program Manager drives adoption, embeds best practices, and delivers sustained behaviour change and measurable business impact. In doing so, this role coaches and enables the broader HR team and leaders to effectively support talent outcomes.

  • Design and deliver learning and development programs that build leadership capability to support business growth.
  • Design and deliver on-demand learning programs and resources that provide flexible, just-in-time development opportunities aligned to business needs and employee growth.
  • Partner with business leaders and HRBPs to identify capability gaps, align talent strategies to priorities, and support workforce planning, succession, and internal mobility.
  • Develop internal high-potential talent and strengthen leadership pipelines to ensure readiness for key roles in collaboration with the broader HR Team.
  • Embed performance and development frameworks that drive accountability, continuous learning, and high-quality outcomes.
  • Leverage data and insights to inform talent strategies, measure program effectiveness, and improve engagement, retention, and productivity.
  • Manage and optimize talent program investments, ensuring scalability, governance, and alignment to business needs while mitigating talent risks.
  • Lead cross-functional initiatives and act as a strategic partner to translate talent insights into actions that drive measurable business impact.
  • Enable HRBPs, leadership teams and the boarder HR team to sustain talent program outcomes beyond formal delivery cycles, ensuring they are consistently applied and relevant.

  • A minimum of 7 years of Human Resources experience with focused experience in Talent Management.
  • Experience in Talent Development: Proven ability to design and implement talent development programs, including performance management, leadership training, employee experience initiatives and succession planning.
  • Experience leading change management in a geographically distributed environment, including building stakeholder buy in and sustaining program adoption across teams.
  • Ability to analyze talent data to inform strategy and track progress.
  • Strong communication skills in English are required; proficiency in French is considered an asset.
  • Strong facilitation and coaching skills, demonstrated ability to lead through influence without formal authority across a matrixed organization.
  • A university degree or college diploma in Human Resources or comparable degree (or an equivalent combination of academic and practical experience).

Don’t have every single qualification? We know that some people are less likely to apply for a job unless they are a perfect match. At Colliers Project Leaders, we’re not looking for “perfect matches.” We’re looking to welcome people to our diverse, inclusive, and authentic workplace.  So, if you’re excited about this role but don’t have every single qualification, we encourage you to apply anyway. Whether it’s this role or another one, you may be just the right candidate.

What you can expect:

  • An opportunity to truly impact our communities
  • A flexible work environment
  • A comprehensive onboarding experience
  • Significant professional development, training, and a mentorship program
  • A paid volunteer day
  • An environment where people feel welcome, heard and included, regardless of their differences
  • This roles partners directly with senior leaders and HRBPs to shape talent strategy, not just executive it.
  • Trust and autonomy to design and rive program end-to-end.
  • A culture that invests in your development as much as you invest in others.

Join our team of difference-makers and help shape the growth of dynamic communities.
