Job description

ROLE OVERVIEW:

  • NYC Health + Hospitals (NYC H + H) is seeking a senior Oracle HCM Learning Lead to own the design and delivery of Oracle Learning Cloud across NYC H + H's large, highly regulated workforce.
  • This lead role will facilitate design workshops, govern learning architecture decisions, and ensure that NYC H + H's mandatory compliance training, mandated learning obligations, and workforce development programs are accurately reflected in Oracle Learning configurations.
  • The Learning Lead will integrate deeply with Core HCM  leveraging Position, Department, Location and Assignment data to drive automated learning assignments and will own reporting, testing, and go-live readiness for the Learning workstream.
KEY RESPONSIBILITIES:
  • Lead design workshops with Workforce Development, HR, clinical education, and regulatory compliance teams to define Oracle Learning program structures, enrollment strategies, and compliance tracking requirements.
  • Architect and configure Oracle Learning Cloud including courses, learning paths, compliance programs, certification tracking, external learning and automatic assignment rules to meet NYC H + H's clinical and administrative training mandate.
  • Design learning assignment rules that automatically enroll employees based on Assignment, Position, Department, and/or Location ensuring the right training is delivered to the right workforce segment at the right time.
  • Configure compliance tracking for mandatory clinical training including Joint Commission requirements, infection control, patient safety, HIPAA, and state health department mandates.
  • Govern the integration between Oracle Learning and Oracle HCM Position Management, ensuring that position changes, transfers, and new hires automatically trigger appropriate learning assignments.
  • Design and implement learning tracking enabling completion reporting and ensuring that contractually obligated training is monitored and documented.
  • Lead testing cycles for all Oracle Learning functionality, coordinating with Workforce Development, HR, clinical educators, and consulting firm on test scenario design and stakeholder execution.
  • Develop learning compliance dashboards and reporting using OTBI covering completion rates, overdue training, certification expiry, and compliance status by facility, department, and job family.
  • Govern functional and technical design documentation for Oracle Learning, maintaining traceability to Joint Commission standards, training obligations, and NYC H + H workforce development goals.
  • Oversee migration of legacy Leaning Management System training records from PeopleSoft Enterprise Learning Management, ensuring historical learning data continuity and auditability.
  • Mentor learning analysts and serve as the functional escalation point for Oracle Learning design decisions.
REQUIRED QUALIFICATIONS:
  • Minimum 2+ years implementing Oracle Learning Cloud in healthcare or highly regulated environments, with demonstrated experience in large public sector or multi-facility health systems.
  • Minimum 2 full life-cycle Oracle Cloud HCM implementations inclusive of Oracle Learning.
  • Deep expertise configuring learning assignment rules driven by Position, Department, Location including the integration touchpoints with Core HCM for new hire, title change and transfer triggers.
  • Strong understanding of clinical compliance training requirements including Joint Commission standards, CMS conditions of participation, HIPAA, and state health department mandates.
  • Experience configuring certification and license expiry tracking with automated alert and escalation workflows.
  • Demonstrated ability to design learning
  • Familiarity with PeopleSoft Enterprise Learning Management data structures for migration and historical reporting continuity.
  • Experience implementing Redwood learning experiences is a differentiator.
REQUIRED TECHNICAL SKILLS:
  • Oracle Learning Cloud - Course and learning path configuration, compliance program design, certification tracking, automatic assignment rules, learner progress reporting, Redwood learning experience
  • Oracle HCM Core Integration - Position-driven and Department-driven learning assignments; transfer and new hire triggers; Location Code-based enrollment rules
  • Clinical Compliance Tracking - Joint Commission requirements, HIPAA, infection control, patient safety mandates; license and certification expiry tracking and alert workflows
  • Training Obligations - Tracking mandatory training per business line.
  • Reporting & Analytics - OTBI learning compliance dashboards, completion rates by facility and department, overdue training alerts, certification expiry reports, regulatory audit support
  • PeopleSoft Enterprise Learning Management (Legacy) - Legacy LMS data structures for migration, historical learning record continuity, and cross-reference during Oracle cutover
