Job description

The Program Manager holds overall responsibility for contract performance, administration, and compliance across the NASA NESS GSFC/WFF call order. The PM is the senior point of accountability to NASA's Contracting Officer (CO) and serves as the corporate-level interface that mobilizes resources, subject-matter expertise, and corrective action when needed. Distinct from the on-site Site Manager - who directs day-to-day execution - the PM provides strategic oversight, risk management, subcontractor administration, and continuity of the environmental program across both facilities.
*This position is contingent upon contract award.*
Responsibilities:
  • Hold overall responsibility for cost, schedule, and performance across the NESS GSFC/WFF contract; ensure full Statement of Work / PWS compliance.
  • Serve as the primary corporate liaison to NASA's Contracting Officer and COR; mobilize corporate resources and SMEs to resolve emerging issues and implement improvements.
  • Provide corporate reach-back authority: direct the Site Manager, who in turn directs on-site Technical Program Leads (Air Emissions, Hazardous Waste, Environmental Planning) and field staff.
  • Identify and mitigate contract risks (schedule, cost, performance); advise NASA's Environmental Management Team on risk mitigation, compliance, and process improvement.
  • Lead In-Progress Reviews (IPRs) and weekly/monthly status reporting to the COR; embed Technical Readiness Reviews to verify milestone completion and deliverable (DRD) delivery.
  • Administer subcontracts and integrate teaming partners as a unified program team, applying consistent quality control and corrective-action procedures across all staff.
  • Oversee staffing, retention, surge/backfill, and succession planning; meet no less than bi-weekly with the Site Manager to review program requirements and finalize monthly reports.
  • Ensure deliverable tracking, staff scheduling, safety oversight, and performance reporting are managed within the program management system.
  • Champion stakeholder engagement and communication planning across GSFC/WFF environmental program stakeholders.
  • Other duties as assigned.

Qualifications:
  • Bachelor's degree in Environmental Science, Engineering, or a related field; advanced degree preferred.
  • Demonstrated program/project management experience leading environmental compliance contracts, ideally federal.
  • Experience managing multidisciplinary technical teams and subcontractor/teaming-partner integration.
  • Experience interfacing with government Contracting Officers and CORs; managing cost, schedule, and performance to contract requirements.
  • Working knowledge of multi-media environmental compliance (air, water, waste, planning) and federal/state regulatory frameworks.
  • Proven risk identification, mitigation, and corrective-action leadership.
  • Must be able to pass a background check for badge access.

Preferred Qualifications:
  • Prior NASA GSFC/WFF or comparable federal environmental program management experience.
  • PMP or equivalent program management certification.
  • Experience managing contracts of $10M+ in total value with multidisciplinary staffing.
  • Familiarity with NASA systems and processes (HMMS, EPIMS, SATERN, IdMAX) and the GSFC/WFF environmental mission.
