About the role:
As an IT Talent Development Program Manager at TQL, you will lead the design, execution, and continuous improvement of high-impact programs that strengthen and scale our IT workforce. You'll partner closely with IT leadership, HR, and business stakeholders to translate strategic priorities into actionable development initiatives that drive skill growth, retention, and internal mobility.
In this role, you'll own a portfolio of talent development programs spanning skills assessment, onboarding, career architecture, leadership development, and AI enablement. You'll also leverage AI tools and modern workflows to accelerate delivery, improve workforce insights, and expand learning experiences across the organization.

What you'll be doing
  • Lead end-to-end program management for IT talent development initiatives, including planning, stakeholder alignment, execution, and delivery
  • Design and implement scalable programs that address skill gaps, career development, onboarding effectiveness, and leadership readiness
  • Build repeatable frameworks, playbooks, and governance models to ensure consistent program execution across teams
  • Partner cross-functionally to manage dependencies, remove roadblocks, and drive progress across multiple workstreams
  • Utilize AI tools (including generative AI and agentic workflows) to improve speed, quality, and efficiency in program delivery
  • Analyze workforce data and skills intelligence to identify trends, risks, and development opportunities
  • Develop and deploy AI-enabled learning experiences such as adaptive content, intelligent onboarding, and AI-assisted coaching
  • Stay current on emerging AI capabilities and evaluate opportunities to enhance learning and talent programs
  • Lead or support skills assessment programs, career architecture initiatives, and role-based learning pathways
  • Partner with managers to translate skills insights into targeted development plans and cross-training strategies
  • Manage external vendors, learning platforms, and content quality across training programs
  • Build strong relationships with IT leaders, HR, and organizational stakeholders to drive alignment and adoption
  • Communicate program goals and impact clearly across all levels of the organization
  • Partner with change management teams to develop communication plans, toolkits, and enablement resources
  • Facilitate workshops, working sessions, and calibration discussions to support program success
  • Define and track key performance indicators tied to skills development, retention, and internal mobility
  • Deliver regular reporting and insights to stakeholders to inform decision-making
  • Continuously refine programs based on feedback, data, and evolving business needs
  • Manage program budgets and optimize resources where applicable

What you need:
  • Bachelor's degree in Human Resources, Instructional Design, Education, Information Technology, or a related field
  • 5+ years of experience in learning and development, talent management, program management, or a related field
  • Proven experience managing complex, cross-functional programs from concept through delivery
  • Experience working with IT organizations or technical teams preferred
  • Familiarity with learning management systems (LMS), skills platforms, or HR technology preferred
  • Budget management experience preferred
  • Strong program management and organizational skills with the ability to manage multiple priorities
  • Demonstrated ability to leverage AI tools to improve productivity and outcomes
  • Excellent communication, presentation, and facilitation skills with the ability to influence at all levels
  • Strong analytical mindset with the ability to translate data into actionable insights
  • Ability to build trust and collaborate effectively with leaders, partners, and employees
  • Experience applying change management principles to drive adoption and sustain impact
  • Ability to operate effectively in ambiguous environments and exercise sound judgment
