Job Summary


We are seeking a Senior-level Lead Test Engineer to ensure the quality, reliability, and proper functionality of applications and integrated systems for the U.S. Census Bureauโ€™s Decennial Transformation and Application Modernization (DTAM) effort. This role possesses and applies comprehensive knowledge across key tasks and high-impact assignments, plans and leads major testing assignments, and functions as a technical expert across multiple project assignments. The Lead Test Engineer designs and executes test plans and strategies, implements automated testing tools, and drives multi-layer and system-level integration testing. May supervise others.


Responsibilities

  • Design, implement, and execute test plans, strategies, test cases, test scripts, and test scenarios for applications and integrated systems
  • Implement and tune automated testing tools, frameworks, and scripts, maximizing automation across the software delivery pipeline
  • Conduct multi-layer testing, including functional, non-functional, interface, system, performance, scalability, load/stress, usability, UAT, regression, and security testing
  • Support system-level integration testing to validate end-to-end functionality, data flow, and performance across all relevant systems and external interfaces
  • Develop, update, and maintain Test Analysis Reports and a System Defect Management Plan
  • Create and maintain synthetic and integrated test data in accordance with Census and Decennial data security policies
  • Categorize, track, and disposition all software defects, collaborating with developers and stakeholders on resolution
  • Provide reporting metrics and data visualizations capturing defects, testing trends, timeframes, and categories
  • Support and participate in technical reviews, including test readiness and test analysis reviews
  • Conduct multi-platform validation across smartphones, laptops, tablets, and desktops
  • Maintain source code and documentation repositories relevant to system-level integration and testing

Education and Experience

  • Bachelorโ€™s degree in Computer Science, Software Engineering, Information Technology, or a related field
  • 10โ€“14 years of experience, possessing and applying comprehensive knowledge across key testing tasks and high-impact assignments (Senior level)

Required Skills

  • Automated testing experience โ€” mandatory; hands-on experience developing and maintaining automated test scripts and frameworks
  • Expertise in multi-layer testing (functional, performance, security, regression, UAT, and more)
  • Demonstrated experience with system-level and integration testing across complex, interconnected systems
  • Experience creating synthetic and integrated test data and managing defect lifecycles
  • Proficiency producing test analysis reports, metrics, and data visualizations

Certifications

Desired:

  • ISTQB Certified Tester / Certified Agile Testing
  • Certified Software Test Professional (CSTP)

Desired Skills

  • Experience testing in Agile, Iterative, Incremental, and Waterfall methodologies
  • Familiarity with CI/CD test automation integration and screen-recording/synthetic data tooling
  • Experience with Section 508 testing coordination
  • Strong analytical, problem-solving, and communication skills
