Job Goal
To provide instruction based on the general education curriculum and designed to develop English language proficiency in listening, speaking, reading and writing.
Essential Functions
1. Conducts assessment of students at the time of enrollment for eligibility in the ESL program in accordance with state requirements for screening, identification, and placement. Prepares students for English language assessments required pursuant to state and federal law.
2. In collaboration with others, determines the most appropriate language instruction educational program (LIEP) based on the student's English language proficiency and native language proficiency (if available) using classroom data and annual WIDA scores.
3. For students with Individualized Education Programs (IEPs), collaborate with Special Education personnel to determine program and academic placement. Complies with parental notice and placement requirements.
4. Implements LIEP provisions of English Language Development (ELD) throughout the school day. Assists general education teachers with strategies for working with students who have LIEPs and are placed in the general education program for all or part of the school day.
5. Employs a variety of instructional techniques and teaching strategies to meet different aptitudes and interests of students, including current technology and whole group/small-group or individual learning.
6. Creates a classroom environment that is conducive to learning and appropriate to the maturity, interest, and abilities of students, and provides both social and emotional support for English Language Learners. Uses the Pennsylvania English Language Development Standards Framework for planning instruction and assessment of English learners. Provides equitable access to content for English learners at all language proficiency levels by providing research-based or sheltered instruction with fidelity.
7. Guides the learning process toward the achievement of established District curriculum goals, establishes and communicates clear objectives to the students for all lessons, units, and projects. At least annually, participates in evaluation of the LIEP to ensure its effectiveness based on student outcomes. Grades English learners and provides reports to parents in accordance with District standards.
8. Acts as a liaison between the student and other teachers, staff members, and family. Assesses the accomplishments of students on a regular basis, provides progress reports as required, and communicates with parents while also providing families with opportunities for socialization and acculturation. Accesses translators as needed.
9. Maintains accurate, complete, and correct records as required by the law, District policy, and administrative regulation.
10. Seeks the support of district specialists when concerns regarding student progress arise and collaborates with instructional staff to provide language support when appropriate.
11. Manages allotted learning time to maximize student achievement.
12. Attends District meetings and serves on District committees as required and participates in in-service and staff development activities and staff meetings as required or assigned.
13. Participates in annual professional development related to ELD/ESL and maintains knowledge and proficiency in English as a Second Language requirements and current research.
14. Attends IEP, Section 504, or other related meetings necessary for student assessment and/or compliance with federal and/or state law.
Minimum Qualifications: ESL/TESOL K-12 Certified
Preferred: Grades 4-8 or Secondary English Certified

Successful prior teaching experience for the appropriate grade level is preferred.
All employment is provisional for 90 days as required by ACT 168 of 2014, enacted December 22, 2014. MUST SUBMIT ACT 168 FORM TO ALL CURRENT AND FORMER EMPLOYERS WHERE YOU HAVE HAD DIRECT CONTACT WITH CHILDREN.
