This position serves our partners at Minnesota Management and Budget (MMB). MNIT MMB supports critical business operations for the State of Minnesota, including enterprise human resources and payroll, state employee insurance, and benefits administration. The team also provides the technical expertise necessary to manage the state budget and provide economic forecasts to policymakers.

The Advanced OnBase Developer/System Admin will be responsible for the advanced development and system administration of OnBase solutions at the State of Minnesota agencies that are part of the OnBase Collaboration Support Team. This includes performing analysis, advanced configuration, documentation, testing, and/or training as required in completing the module or application. As an OnBase system administrator, this position will perform installation and configuration of the OnBase server environment. Also, this position will perform OnBase administration roles for supporting OnBase at multiple agencies. This position will provide direction and mentorship to junior OnBase administrators. This position is also an OnBase advanced technical specialist with responsibilities for analysis and technical development. This position will provide expertise in the design and architecture of applications and projects. This position will take direction from the OnBase Collaboration Support Lead/Coordinator, supervisor, and/or project managers for the applications and projects. The position will also serve as a backup to other OnBase developers/system admins participating in the OnBase Collaboration Support Team.

This position requires an employee to be onsite at 540 Fairview Ave N, St. Paul, Minnesota at least 50% of the time, with some opportunity to perform work from a telework location. Telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) for Minnesota IT Services is available on a limited basis. Employees will be required to meet current telework eligibility requirements.

Information Technology Specialist 3:

Position requires a minimum of three (3) years of IT related experience as an OnBase Developer/System Admin.

Experience must include:

  • Hyland OnBase Forms, Workflow, and WorkView development experience

  • Using and/or maintaining Hyland OnBase Configuration, Studio, Unity Management Console, and OnBase Clients (Unity, Web, Thick)

  • Hyland OnBase Enterprise Content Management (ECM), FileNet, or other document management software platform experience

  • Installing, configuring, upgrading, and supporting Hyland's OnBase ECM software

  • Ability to develop and maintain a comprehensive understanding of OnBase administration tasks including security, roles, users, managing errors and configuration

  • Ability to triage, troubleshoot, and resolve OnBase issues, understanding and supporting processes and OnBase applications across multiple business areas

  • SQL and PL/SQL development experience

Education in Information Technology (IT) or an IT related field may substitute for experience as follows: a master's degree for eighteen (18) months of experience; a bachelor's degree for one (1) year; and an associate's degree for six (6) months.

Information Technology Specialist 4:

Position requires a minimum of four (4) years of IT related experience as an OnBase Developer/System Admin.

Experience must include:

  • Hyland OnBase Forms, Workflow, and WorkView development experience

  • Using and/or maintaining Hyland OnBase Configuration, Studio, Unity Management Console, and OnBase Clients (Unity, Web, Thick)

  • Hyland OnBase Enterprise Content Management (ECM), FileNet, or other document management software platform experience

  • Installing, configuring, upgrading, and supporting Hyland's OnBase ECM software

  • Ability to develop and maintain a comprehensive understanding of OnBase administration tasks including security, roles, users, managing errors and configuration

  • Ability to triage, troubleshoot, and resolve OnBase issues, understanding and supporting processes and OnBase applications across multiple business areas

  • SQL and PL/SQL development experience

Education in Information Technology (IT) or an IT related field may substitute for experience as follows: a master's degree for eighteen (18) months of experience; a bachelor's degree for one (1) year; and an associate's degree for six (6) months.

Strongly Preferred Qualifications

  • Experience with APIs, C#.NET, VB.NET, HTML, XML and VBScript

  • Experience with Microsoft SQL Server

  • Experience with Microsoft IIS

Preferred Qualifications

  • Possess certifications in Hyland OnBase; Certified Workflow Administrator, Certified WorkView Developer, Certified Application Programming Interface (API) Developer, and Certified System Administrator

  • Experience using Azure Dev Ops (ADO)

  • Ability to prioritize and multi-task between projects and maintenance tasks

  • Strong analytical and problem-solving skills; strong interpersonal and communication skills; ability to work independently or on a team, be proactive and accountable for own deliverables
