Ability to work remotely: No (situational telework may be available)

Job Summary

Obsidian Solutions Group (OSG) is seeking a Junior Analyst to support the Department of Homeland Security (DHS), Office of Intelligence and Analysis (I&A).

This is an excellent opportunity for an early-career professional interested in business and intelligence analysis, stakeholder engagement, and program support. The Junior Analyst will help plan and support high-visibility engagements (e.g., workshops and symposia), assist with program management operations, and contribute to analytic, reporting, and process improvement efforts that enable DHS I&A's mission.

The primary focus of this role is to support secure, timely, and effective information and intelligence sharing with partners, not only through platforms such as HSIN Intelligence, but also through partner trainings, briefings, workshops, and other engagements. The Junior Analyst will help examine how programs and processes operate, support the design and documentation of procedures, and assist in implementing policies and strategies relevant to the intelligence and information sharing domain. This individual will provide essential support in research, data analysis, process evaluation, and program documentation, while working closely with federal, state, local, tribal, territorial (SLTT), and private sector partners.

The ideal candidate is a self-starter who is organized, detail oriented, and comfortable working with data and written products. The candidate should have strong organizational skills, and a commitment to ensuring operational efficiency for DHS I&A initiatives.

Requirements

Programmatic & Analytical Support

  • Support organizational studies and the development and implementation of policies, plans, and strategies to improve operational efficiency for DHS I&A information and intelligence sharing programs.
  • Run assigned programs or projects with minimal supervision and help design or build new initiatives to meet evolving mission needs.
  • Generate and analyze program performance metrics (e.g., usage, engagement) and maintain trackers, spreadsheets, and basic visualizations to monitor initiatives and stakeholder engagement.
  • Provide basic IT-related analysis and support to HSIN-Intelligence program management, including content updates, user access requests, membership vetting, and activity tracking.
  • Draft and edit program materials such as policies, procedures, strategies, reports, briefing papers, and meeting minutes.

Meeting, Event, and Engagement Support

  • Plan and execute meetings, workshops, and symposia, including agenda development, registration, logistics, and coordination with mission centers.
  • Prepare event materials (e.g., slide decks, talking points, participant bios) and document key decisions and action items through meeting minutes and after-action summaries.

Research, Reporting, and Documentation

  • Conduct research, data analysis, and process evaluation to support program initiatives and recurring reports.
  • Create and maintain program-related work products (e.g., reports, presentations, plans), ensuring accuracy and consistency.

Stakeholder Coordination and Communications

  • Collaborate with internal and external stakeholders, including federal, state, local, tribal, territorial, and private sector partners, to support information sharing and program initiatives.
  • Manage shared program inboxes by triaging and responding to inquiries, routing requests, and tracking issues to resolution.
  • Draft and format professional communications, such as coordination emails, notifications, and outreach letters, in alignment with program guidance.

Technical & Content Support

  • Post and manage content on HSIN-Intelligence, including products, announcements, and resource updates, in accordance with retention and governance guidelines.
  • Support basic web content updates for program pages, including work with Drupal for public-facing content, to ensure information remains current and user friendly.
  • Develop and maintain dashboards and visualizations, for example in Power BI, and support the design of simple low-code applications or workflows, such as in Power Apps, to streamline data collection, tracking, and reporting.

Mandatory Qualifications:

  • Bachelor's degree from a regionally accredited institution.
  • Active Top Secret clearance with SCI eligibility.
  • 0-2 years of relevant experience in business, program, or intelligence analysis (internships and academic projects may be considered).
  • Experience supporting federal programs, initiatives, or events.
  • Proficiency in Microsoft Office Tools (Word, Excel, PowerPoint, Outlook, Teams, Lists, etc.) and Adobe Acrobat.
  • Basic analytical skills, with the ability to organize, track, and interpret data.
  • Excellent verbal and written communication skills, including the ability to assist in preparing reports and presentations.
  • Attention to detail and ability to maintain accuracy.
  • Strong organizational and multitasking abilities to manage multiple tasks and deadlines in a dynamic environment.
  • Willingness to learn and apply tools such as Drupal, Power BI, and Power Apps in support of program modernization and reporting.

Preferred Qualifications:

  • Counterintelligence (CI) Polygraph
  • Familiarity with the Homeland Security Information Network (HSIN); knowledge of the HSIN-Intelligence platform is highly desirable.
  • At least two years of work with state and local law enforcement, which may include internships, liaison roles, or direct support to law enforcement-focused programs.
  • Background in the intelligence community or knowledge of DHS operations.
  • Understanding of research and analysis techniques in intelligence, homeland security, or law enforcement settings.
  • Demonstrated ability to support stakeholder engagement activities, such as workshops, symposia, or briefings, including logistics, materials, and follow up.
  • Skill in web content management (e.g., Drupal or similar CMS platforms).
  • Proficiency with data visualization or dashboard tools (e.g., Power BI) and/or low-code application platforms (e.g., Power Apps, Power Automate).
  • Information technology support experience in a program or operational setting.

Physical Requirements and Work Environment:

  • Normal office environment at DHS facilities in Washington, DC.
  • Must be able to work on-site during standard business hours; occasional extended hours may be required to support events or time sensitive tasks.
