MANTECH seeks a motivated, career and customer-oriented JIRA Administrator to join our team in Washington, D.C. This is an onsite position.


The JIRA Administrator will bridge the gap between cybersecurity compliance and technical execution. You will leverage Agile methodologies, flow-based execution, and Jira tracking to manage, organize, and drive the completion of security controls required for ISO compliance. 


Responsibilities include but are not limited to:

  • Translating exported data from tools like Xacta into actionable, well-structured JIRA tasks to ensure clear mapping to security compliance frameworks.
  • Organizing, prioritizing, and tracking tasks dedicated to satisfying security controls required for system accreditation and compliance certification.
  • Working directly alongside developers, engineers, and security analysts to unblock execution, clarify requirements, and drive successful task delivery.
  • Designing, building, and maintaining robust JIRA dashboards and visualization tools to provide leadership with real-time tracking, metrics, and transparency.
  • Guiding teams in adopting and optimizing Kanban or flow-based practices, such as managing work-in-progress (WIP) limits, to maximize throughput.
  • Serving as a key cross-functional liaison between cyber compliance leadership and technical delivery teams to align day-to-day work with regulatory mandates.
  • Documenting responses to required controls and updating network and application tracking items while maintaining a robust library of documentation.

Minimum Qualifications:

  • Bachelor's degree or equivalent (6 additional years of experience) in computer science, business management, or a related discipline.
  • 7 + years of experience including acting as a Scrum Master, Kanban Lead, or Agile Project Coordinator within a technical environment.
  • Expert-level proficiency with JIRA Software and Confluence, specifically regarding bulk ticket creation, workflows, and advanced dashboard customization.
  • Proven experience supporting cybersecurity, DevSecOps, or regulatory compliance initiatives with exposure to Xacta, ISO, or Risk Management Frameworks.
  • Strong organizational skills, extreme attention to detail, and excellent analytical capabilities to handle large volumes of compliance data.
  • Experience working across a large team to drive a security agenda and working with complex, intertwined systems and operational data flows.
  • Experience creating, maintaining, and communicating complex technical documentation, particularly workflow tracking and security framework mapping.

Preferred Qualifications:

  • Agile or Scrum certifications, such as Certified Scrum Master (CSM), Professional Scrum Master (PSM), or SAFe certification.
  • Direct experience transforming raw audit or compliance exports into structured, highly technical development backlogs.
  • Strong understanding of flow-based metrics, cycle time, and throughput to optimize team velocity and compliance delivery.
  • Self-starter with excellent people skills who is able to work across teams, organize meetings/boards, and drive change throughout an organization.

Clearance Requirements:

  • Current/Active TS/SCI Required. 
  • Ability to obtain and maintain a Polygraph.

Physical Requirements:

  • Must be able to remain in a stationary position 50% of the time.
  • Needs to occasionally move about inside the office to access file cabinets, office machinery, and other equipment.
  • Frequently communicates with co-workers, management, and customers, which may involve delivering presentations.
  • Must be able to exchange accurate information in these situations.

The projected compensation range for this position is $107,900.00-$179,400.00.
