Job description

ITCON Services is seeking a highly motivated and technically proficient Technical Program Manager to lead IT projects for federal government clients. This role requires a seasoned leader with deep experience in Agile delivery, stakeholder engagement, and managing cross-functional teams across the full software development lifecycle.

The Program Manager will be accountable for the entire project lifecycle from roadmap planning and sprint execution to release management and post-deployment support. This includes managing project financials, ensuring quality delivery (aligned with CMMI Level III or equivalent standards), and maintaining strong communication with federal stakeholders.

This opening is for a full-time salaried position located in the ITCON Services headquarters in Tysons Corner. Candidate will be dividing time between the client site and ITCON office.

Applicant must be a permanent resident or citizen of the United States and clearable for Public Trust clearance with the U.S Government.

Key Responsibilities
  • Lead and manage IT projects for federal clients.
  • Oversee full project lifecycle: roadmap planning, sprint planning, sprint reviews, release management, and retrospectives.
  • Apply Scrum principles and Agile best practices to manage development teams and ensure consistent, high-quality delivery.
  • Establish and maintain effective communication channels with stakeholders, including routine status reports, weekly project plan updates, and risk/issue tracking.
  • Collaborate with Product Owners to manage changes in scope, schedule, budget, and personnel.
  • Monitor and improve team velocity and performance through backlog grooming, sprint retrospectives, and continuous improvement initiatives.
  • Ensure adherence to QA standards such as CMMI Level III and other industry best practices.
  • Manage project budgets, resource allocation, and financial reporting.
  • Provide coaching and mentorship to team members and contribute to recruiting efforts.
Required Skills and Qualifications
  • Bachelor''s degree in Management, Information Systems, or related field preferred
  • Project Management Professional (PMP) certification
  • Certified Scrum Master (CSM) or equivalent Agile certification
  • 15+ years of experience in the IT industry
  • 10+ years of experience managing IT projects, including Agile development
  • Proven ability to translate business requirements into actionable tasks
  • Strong analytical, testing, and research skills
  • Excellent written and verbal communication skills, including the ability to present complex technical concepts to diverse audiences
  • Deep understanding of SDLC, Agile methodologies, and QA processes
  • Experience managing project financials and reporting
  • Familiarity with web technologies and content management systems (especially Drupal)
  • Experience with federal government customers
Desired Skills and Qualifications
  • Cloud certification (e.g., Azure, AWS)
  • Experience with modern JavaScript frameworks (e.g., React, Angular)
  • Knowledge of accessibility testing tools and standards (e.g., Section 508 compliance)
