This position provides statewide leadership and oversight for two critical compliance functions: the Interstate Compact for Juveniles (ICJ) and Peace Officer Standards and Training (POST) certification for juvenile justice professionals. Under statutory authority and administrative rule, the position establishes strategic direction, ensures compliance with federal and state requirements, and promotes consistency in training, certification, and interstate supervision practices across Idaho. Serving as Idaho's Compact Administrator, this role represents the state at local, regional, and national levels and acts on behalf of executive leadership when designated. The position works in close partnership with the Juvenile Training Council, judiciary, and local juvenile justice agencies to ensure alignment, policy integrity, and operational effectiveness.
This is a management-level position responsible for program oversight, policy development, stakeholder coordination, and staff supervision, with minimal day-to-day case management or academy operations
Responsibilities: 1. Program Leadership & Compliance Oversight โข Provide executive-level oversight of Idaho's compliance with Interstate Compact rules and POST certification standards
โข Ensure statewide policies, procedures, and protocols align with federal law, state statute, and administrative rules
โข Monitor program performance, identify risks, and implement improvements to ensure compliance and consistency
โข Advise COPS Administrator on compliance issues, emerging trends, and policy considerations
2. Interstate Compact Administration (ICJ): โข Serve as Deputy Compact Administrator, acting on behalf of the Administrator/Director as designated
โข Represent Idaho in regional and national ICJ meetings, committees, and rulemaking processes
โข Provide strategic oversight of interstate case management, including supervision standards, returns, and legal coordination
โข Ensure effective coordination with courts, law enforcement, legal representatives, and other states
โข Oversee data reporting, system utilization (e.g., UNITY), and required federal reporting
โข Provide support to Idaho's Interstate Compact Council and support multi-agency collaboration
โข Direct training strategy to ensure stakeholders understand ICJ requirements and expectations
3. POST Training & Certification Oversight: โข Provide strategic oversight of POST training and certification programs for juvenile probation and juvenile justice officers.
โข Ensure academy curriculum, certification standards, and training requirements align with IDAPA rules and POST Council direction
โข Partner with the Juvenile Training Council to guide training priorities, program improvements, and policy updates
โข Oversee training delivery systems, instructor standards, and program evaluation processes
โข Ensure effective communication with county agencies regarding certification requirements, compliance expectations, and program updates
โข Monitor program outcomes, resource allocation, and budget utilization
4. Stakeholder Engagement & Coordination: โข In collaboration with the Division Administrator, serve as a liaison between state agencies, courts, counties, and national partners
โข Build collaborative relationships to promote alignment, consistency, and shared accountability
โข Lead communication efforts on policy changes, training initiatives, and compliance expectations
โข Represent the state in professional forums, presentations, and interagency initiatives
5. Strategic Planning, Policy & Budget Management: โข Lead development and implementation of program policies and strategic initiatives
โข Guide legislative and rule development processes related to juvenile justice training and interstate compliance
โข Develop and manage program budgets, contracts, and resource allocation
โข Utilize data and performance metrics to inform decision-making and continuous improvement
6. Supervision & Team Leadership โข Supervise professional staff responsible for ICJ coordination and POST program support
โข Establish performance expectations, monitor outcomes, and support staff development
โข Provide leadership in prioritization, workload management, and problem resolution
โข Ensure staff operate within established policies, procedures, and professional standards
Minimum Qualifications: Experience: โข Experience providing technical expertise or managing a major program.
Knowledge: โข Some knowledge of management practices.
MQ Specialties: โข Competency in management and demonstrated leadership skills.
โข Experience interpreting and applying federal or state regulations
โข Experience collaborating with diverse stakeholders and partner organizations
โข May require Idaho POST Basic or POST Instructor certification.
โข Experience working within the juvenile justice system.
โข Must meet PREA (Prison Rape Elimination Act) federal juvenile facility standards.
โข Strong organizational, communication, and analytical skills
โข Demonstrated ability to lead complex programs and drive compliance
โข Significant experience managing a major program and leading professional staff
โข OR a combination of upper-division coursework in management and substantial leadership experience
โข Experience within the juvenile justice system
โข Knowledge of Idaho juvenile justice processes and systems
โข Experience with strategic planning, policy development, and legislative processes
โข Experience presenting to diverse audiences and facilitating collaboration among partners
Examples of qualifying background: โข Typically, this requires considerable experience managing a major program and leadership of professional staff. Candidates may also qualify through upper division college-level management coursework and experience in a significant leadership role.
