Job description

JOB SUMMARY
Performs advanced managerial work providing direction and guidance in strategic operations and planning. Work involves establishing the strategic plan, goals, and objectives; developing policies, procedures, and guidelines; establishing priorities, standards, and measurement tools for determining progress in meeting goals; coordinating and evaluating program activities; reviewing and approving budgets within the division; and supervising the work of others. Works under minimal supervision with extensive latitude for the use of initiative and independent judgment.
ESSENTIAL FUNCTIONS
A. Directs the activities of staff within the Office of the Independent Ombudsman program area; establishes goals and objectives that support overall strategies; plans, develops, and approves schedules, priorities, and standards for achieving goals; develops and implements policy and procedures and coordinates the assignment of Ombudsman inquiries; develops and ensures compliance with guidelines, program objectives, and project concept and techniques; and ensures conformance with professional standards.
B. Oversees the examination of management operations, internal control systems, and accounting records to ensure adequacy, accuracy, and compliance with legal regulations; develops and implements techniques for evaluating program operations and directs evaluation activities; oversees the Ombudsman managers; and reviews results of special investigations, internal audits, and research studies and makes recommendations for improvement in conformance with professional Ombudsman standards.
C. Reviews and identifies changes in professional Ombudsman standards and state and federal requirements; develops, establishes, and implements goals and objectives consistent with the agency strategic plan; recommends and advises management of changes in business practices, information systems, and accounting and management procedures; plans, develops, implements, coordinates, monitors, and evaluates policies and procedures; and identifies the need to revise program areas.
D. Develops, reviews, and approves budgets and recommends staffing and funding for Ombudsman program activities; reviews Ombudsman and Board reports and working papers prepared by the Ombudsman staff for substance, correct methodology, accuracy, completeness, and adequacy; and reviews and approves management and productivity reports and studies.
E. Directs the preparation, development, review, and revision of legislation and develops the agency's position regarding legislative impact; represents the agency at business meetings, hearings, trials, legislative sessions, conferences, and seminars and on boards, panels, and committees; testifies at hearings, trials, and legislative meetings; provides liaison for other local, state, and federal agencies and the public; and ensures compliance with laws pertaining to the Ombudsman program.
F. Supervises the work of others; identifies staff development and training requirements; and provides guidance and technical assistance in the Ombudsman program. * Performs a variety of marginal duties not listed, to be determined and assigned as needed.
