About the role

Imagineeer is seeking an Oracle Fusion HCM Functional Subject Matter Expert (SME) to support a large-scale HR IT modernization effort for the Department of Health and Human Services (HHS). The Functional SME will lead functional activities across the Oracle Fusion HCM Core HR and Time and Labor modules, partnering with HHS HR, Payroll, Timekeeping, and IT stakeholders to translate federal business requirements into effective system configurations. This role requires deep functional expertise in Oracle Fusion HCM, strong federal HR process knowledge, and the ability to guide configuration, testing, and deployment activities across a complex, large-scale organization.

Key Responsibilities:

  • Lead functional activities related to Oracle Fusion HCM Core HR and Time and Labor modules.
  • Conduct requirements workshops with HHS HR, Payroll, Timekeeping, and IT stakeholders.
  • Translate business requirements into Oracle Fusion configuration, applying best practices and knowledge of federal HR processes.
  • Provide expertise on system capabilities, constraints, compliance considerations, and opportunities for process improvement.
  • Support system configuration, prototyping, and iterative design cycles.
  • Develop functional specifications for enhancements, integrations, and data conversions (HDL, HCM Extracts).
  • Partner with technical teams to ensure correct integration logic and data mapping.
  • Create and execute test plans for SIT, UAT, regression testing, and cross-module validation.
  • Assist with security role mapping and functional access design.
  • Provide analysis, troubleshooting, and guidance during defect resolution and change management activities.
  • Advise on the deployment of Oracle Fusion across a large federal organization, including lessons learned, risks, and organizational readiness.
  • Prepare documentation, functional designs, process flows, and configuration workbooks.
  • Support migration from legacy HR systems, including identifying gaps, impacts, and transition strategies.

Qualifications and Skills:

  • 5+ years of hands-on functional experience with Oracle Fusion HCM, including Core HR and Time and Labor modules.
  • Demonstrated experience configuring Oracle Fusion HCM in an enterprise or federal environment.
  • Strong understanding of federal HR processes, policies, and compliance requirements.
  • Experience developing functional specifications for integrations and data conversions (HDL, HCM Extracts).
  • Experience with test planning and execution (SIT, UAT, regression, cross-module validation).
  • Familiarity with Oracle Fusion security role design and functional access controls.
  • Strong analytical, troubleshooting, and documentation skills.
  • Excellent verbal and written communication skills, with the ability to facilitate workshops with technical and non-technical stakeholders.
  • Bachelor's degree in Human Resources, Information Systems, Business Administration, or a related field, or equivalent experience.
