Job description

Kearney and Company is seeking an Oracle Functional Lead to join our team! In this role, the Oracle Functional Lead drives end-to-end requirements definition and audit-focused process design for a large-scale Oracle Fusion modernization, leading cross-functional discovery sessions and documenting current-state R12 processes, control points, and audit touchpoints across Finance, Supply Chain, Logistics, and Maintenance. The position translates business needs into actionable, audit-ready requirements for the future-state environment, ensuring alignment with DoW policies, internal control frameworks, cybersecurity standards, and Financial Statement audit expectations. Leveraging deep experience with Oracle Fusion and EBS R12, the role evaluates standard functionality versus customization, identifies integration dependencies and risks, and guides stakeholders on design tradeoffs affecting auditability, performance, and sustainability. The Functional Lead collaborates closely with business owners, technical teams, and DoW/USMC partners to refine requirements, develop traceability and functional documentation, define KSD and evidentiary needs, and support the creation of a robust control design that strengthens data integrity, traceability, reconciliation, and overall audit readiness. Responsibilites include but not limited too:
  • Lead requirements discovery sessions across functional areas (Finance, SCM, Logistics, Maintenance, etc.)
  • Document current-state R12 business processes, including control points, handoffs, data flows, and audit touchpoints
  • Translate business needs into clear, actionable requirements for the future Oracle Fusion environment
  • Ensure requirements incorporate and strengthen IT controls, process controls, and segregation of duties
  • Identify and document requirements relevant to Financial Statement audit support, including data integrity, traceability, completeness, and reconciliation needs
  • Define requirements for capturing, storing, and producing KSDs needed for audit readiness and sustainment
  • Advise program leadership/stakeholders on functional tradeoffs, risks, and impacts related to design decisions, auditability, and operational performance
  • Support the development of audit-ready functional documents, requirements matrices, and traceability models
  • Coordinate with business owners, technical teams, and DoW/USMC counterparts to validate and refine requirements
  • Identify dependencies, constraints, and integration considerations that impact the functional and control design
  • Ensure all requirements align with DoW policy, auditability standards, cybersecurity, and internal control frameworks
  • Translate functional requirements into Oracle Fusion configurations, extensions, and design decisions, minimizing unnecessary customization

Qualifications
  • Minimum 10 years experience to inlcude:
    • Functional experience with Oracle Fusion and Oracle E-Business Suite R12
    • Experience developing functional requirements, process maps, and solution documentation
  • BA/BS/BBA degree from an accredited college/university
  • Experience supporting large-scale ERP modernization or transformation efforts within DoD or Federal environments
  • Hands-on Oracle implementation experience (Fusion or R12) to inform and validate requirements
  • Ability to evaluate Oracle standard capabilities vs. customization tradeoffs
  • Experience working within DoW environments and with DoW data standards (SFIS, USSGL, Treasury reporting)
  • Experience defining or assessing IT controls, business process controls, and audit-related requirements
  • Demonstrated ability supporting Financial Statement audits, audit remediation, or audit readiness
  • Experience producing or defining Key Supporting Documents (KSDs) or evidentiary artifacts
  • Strong communication and facilitation skills; able to engage across diverse stakeholder communities
  • Ability to translate between technical teams, functional SMEs, audit stakeholders, and business leadership
  • Ability to Travel 25% of the time
  • Active Secret Clearance

Preferred Qualifications
  • Masters Degree
  • Experience supporting United States Marine Corps (USMC) programs
  • Knowledge of GCSS MC, logistics/maintenance workflows, and related data structures
  • Oracle Cloud or Oracle EBS certifications
  • Experience with DoW audit readiness programs (FIAR, audit response, internal controls assessments)
  • Familiarity with NIST, FISCAM, ICAM, RMF, or internal controls frameworks
  • Experience with process modeling (e.g., BPMN), data mapping, or workflow analysis
  • Exposure to data quality assessment, reconciliations, or control testing

The expected salary range for this position is between $93,000 and $180,000. This range is representative of base pay only and does not include straight time pay for hours worked over 40 per week, company contributions towards paid benefits, and/or bonuses. Actual compensation (meeting or exceeding the range) will be determined based on specific experience, education, work location, clearance level, and other factors permitted by law. This position is eligible for bonuses (when applicable).
