Concept Plus is a mission-focused technology solutions provider that transforms IT concepts into impactful solutions for federal agencies. Headquartered in Fairfax, VA, we bring the agility, responsiveness, and customer intimacy of a small business combined with the quality and infrastructure of a larger firm.

Recognized as an award-winning Oracle partner, we have delivered innovative solutions across Defense, Intelligence, Civilian, Health IT, and Tribal sectors. Our highly certified experts build systems that drive efficiency, accelerate modernization, and ensure mission outcomes with certainty.

We offer competitive pay, comprehensive health, dental, and vision insurance, paid life insurance, paid time off, 11 paid holidays, performance bonuses, tuition reimbursement, unlimited training, and the opportunity to thrive in a collaborative, flexible, and innovative environment.

Concept Plus is seeking a Test Engineer to support federal IT systems across development, operations, and modernization initiatives. This role requires a strong understanding of federal technology environments, including DevSecOps CI/CD pipelines, and Oracle/Java-based systems operating across classified and unclassified cloud environments.

The Test Engineer plays a key role in validating system functionality, performance, and integration within a DevSecOps environment. This position works closely with development teams, Cloud Engineering, DevSecOps resources, Product Owners, and the Program Management Office (PMO) to ensure testing is integrated into the delivery lifecycle, supports automated validation within CI/CD pipelines, and ensures solutions meet quality, security, and mission requirements.

What you'll do
  • Design, develop, and execute test cases and test plans for system, integration, and regression testing.
  • Design, implement, and maintain secure CI/CD pipelines using tools like Jenkins, GitLab CI, or Azure DevOps to automate build, test, and deployment workflows.
  • Embed security tools—such as SAST, DAST, and container scanning into the pipeline to ensure compliance and vulnerability management. Develop and execute automated test scripts for software validation, including performance and security testing.
  • Enforce federal cybersecurity standards (STIGs, RMF) and perform automated compliance testing within the DevOps lifecycle.
  • Validate system functionality, performance, and data integrity across environments.
  • Collaborate with developers, QA, DevSecOps, and Cloud Engineering teams to support end-to-end delivery.
  • Identify, document, and track defects, ensuring timely resolution.
  • Participate in Agile ceremonies and support backlog refinement from a testing perspective.
  • Ensure test coverage and traceability aligned to requirements.
  • Support validation of APIs, integrations, and system interfaces.
  • Contribute to test data preparation and environment readiness.
  • Promote continuous improvement in testing processes and tools.
  • Work with development and operations teams to monitor application performance and provide root cause analysis for security issues.
Required Qualifications
  • Must be able to obtain a Tier-3 Secret Clearance
  • Bachelor's degree in IT, Engineering, Computer Science, or a related field; master’s degree preferred.
  • 5–7 years experience in software testing within an Agile environment.
  • Proficiency in test methodologies (functional, integration, regression, system testing)
  • Strong understanding of CI/CD pipelines and DevSecOps practices
  • Background in API testing and system integration
  • Experience with test management and defect tracking tools (e.g., Jira)
  • Experience with automated testing tools or frameworks
Preferred Qualifications
  • Experience working with Agile development teams of 20+ FTEs and be familiar with Agile methodologies.
  • Experience supporting federal systems
  • Familiarity with secure DevSecOps practices
  • Knowledge of Oracle or relational databases
  • Experience working across classified and unclassified cloud environments

Concept Plus is an Equal Opportunity Employer. As such, we will give your application full consideration without regard to your race, color, religion, sex, age, national origin, disability, veteran status, sexual orientation, gender identity, or any other classification protected by federal, state, or local law.
