Job description

Project Manager

Not every project management role lets you see the real‑world impact of your work - this one does.

As a Project Manager at Lehigh County Authority (LCA) in Allentown, PA, you’ll lead critical water and wastewater infrastructure projects that keep systems running safely and efficiently across the Lehigh Valley. From pipelines to treatment plant upgrades, your work will shape essential services that people rely on every day.

Apply today and bring your project experience to work that truly makes an impact!

What the Job Looks Like
In this role, you’ll own the delivery of capital infrastructure projects from planning through construction, working across internal teams, contractors, consultants, and regulatory partners. Day to day you’ll:

  • Lead the full lifecycle of capital projects – from planning and design review through construction and closeout – ensuring projects are delivered on schedule and within budget
  • Manage a diverse portfolio of infrastructure work, including pipeline projects, treatment plant upgrades, and potential lead service line replacements
  • Oversee external partners such as consulting engineers, contractors, and inspectors to ensure quality, compliance, and strong project execution
  • Own project schedules, budgets, and cost forecasts while contributing to long-term capital planning efforts
  • Review engineering designs and technical documentation to ensure alignment with internal standards and regulatory requirements
  • Collaborate with asset management, operations, and leadership teams to prioritize projects and align resources with system needs
  • Use project management tools, including Procore, to track progress, manage documentation, and communicate updates across stakeholders

What We’re Looking For
This role is well-suited for someone who can navigate complex projects, build strong relationships, and stay focused on outcomes. You bring:

  • 5+ years of project management experience, ideally in infrastructure, construction, or engineering-related environments
  • Experience managing projects with multiple external stakeholders such as contractors, consultants, regulators, or municipal partners
  • Strong communication skills and a proactive, solutions-oriented mindset – you’re comfortable working with both technical teams and non-technical stakeholders
  • The ability to manage budgets, schedules, and competing priorities across multiple projects at once
  • Familiarity with project management tools or systems (experience with Procore is a plus)

An engineering degree or Professional Engineer (PE) license is helpful but not required. We’re open to candidates from adjacent industries who have managed complex, multi-phase projects and the ability to learn quickly.

About Us and What We Offer You
Lehigh County Authority is committed to delivering high-quality water and wastewater services to the communities it serves. The Capital Works team plays a critical role in maintaining and improving infrastructure systems that residents and businesses depend on every day. Here, you’ll find a balance of technical challenge, public service, and long-term impact – where your work contributes to the safety, sustainability, and growth of the region.

We value our employees and offer a comprehensive benefits package that ensures you and your family are well taken care of. Here’s what you can look forward to when you join our team:

  • Competitive Salary: $85,000 - $95,000/yr. depending on experience and role alignment
  • Medical, Dental, and Vision Insurance: Enjoy peace of mind with coverage for you and your eligible dependents, all at affordable employee contribution rates
  • Generous Paid Time Off: We believe in a healthy work-life balance, offering you ample vacation days, excused absences, personal days, and holidays to recharge and spend quality time doing the things you enjoy
  • Comprehensive Insurance: LCA provides company-paid life insurance, long-term disability, and short-term disability coverage to support you in unexpected situations
  • Retirement Plans: Secure your future with eligibility for two retirement plans – the Pennsylvania Municipal Defined Benefit Retirement Plan and a 457 plan through Empower
