Job description

GovCIO is currently working on a proposal with the Department of State and is looking for an Engineering and Implementation Manager. This position will be located in Fairfax, VA and will require occasional travel to customer site periodically.
Responsibilities
The Engineering and Implementation Manager oversees all engineering projects and the 24/7/365 EOC, providing services for physical and virtual hosting environments for all CA systems domestically and abroad. Responsibilities include strategic infrastructure planning, building resilient architecture, enterprise monitoring strategy and implementation, coordinating and tracking all Tier II and Tier III incidents, and managing enterprise monitoring tools (e.g., Oracle Enterprise Manager, Splunk, AppDynamics, Zabbix). This role ensures comprehensive visibility, alerting, and dashboard capabilities across all DT/EA/CST IT environments (i.e., on-premises and cloud).
Qualifications
Required Qualifications:
  • 12 years of experience and a bachelors or commensurate experience managing and leading large engineering and operations staff for projects of similar size, scope, and complexity.
  • At least five years managing enterprise monitoring, operations center functions, and triaging critical incidents aligned with mission objectives.
  • Experience managing technical and process changes in complex infrastructure
    environments, collaborating with stakeholders to design and provision infrastructure.
  • Experience leading multiple projects in parallel within a production environment.
  • Experience managing system/application transitions to cloud environments.
  • TS clearance.

Desired Qualifications:
  • Experience introducing new technologies and processes to improve service delivery, management, monitoring, support, patching, and scalability.
  • ITIL Intermediate Level Certification Version 5 or higher.
  • PMP certification.
  • Experience with enterprise monitoring tools and platforms (e.g., Oracle Enterprise Manager, Splunk, AppDynamics, Zabbix)
