Responsibilities
Overview:
This effort provides Operations and Maintenance (O&M) of mission-critical IT systems for the Department of State, Consular Affairs (CA), supporting 10,000 users across 230 overseas posts, 29 domestic passport agencies, and multiple data centers.
The Engineering and Implementation Manager (EIM) is responsible for overseeing and managing all engineering projects and shall provide engineering services for physical and virtual hosting/operating environments for all CA systems, both domestically and abroad. The EIM will manage multiple projects simultaneously with a mix of matrixed teams and the EIM Team (est. 10 technicians).
Responsibilities:
  • Responsible for the day-to-day E&I operations in the CA EOC.
  • Responsible for the training, staffing, and operational efficiency of the EIM Team.
  • Collaborate with Engineers, Project and Product Managers to implement functionality.
  • Ability to meet deadlines and satisfy requirements from other Engineers and Project Management
  • Engineering and design services shall cover physical and virtual Windows and UNIX/Linux Server platforms, as well as Infrastructure-as-a-Service (IaaS) platforms, Platform-as-a-Service (PaaS) offerings, SW-defined infrastructure as cloud service transition within CA.
  • Plays a critical role in the strategic planning of the infrastructure and building a resilient architecture.
  • Provides the coordination between resource managers/supervisors and ensures all necessary reviews and approvals are received.
  • May conduct performance/project analyses during phase-down to benefit future/other projects/missions/programs.
  • Communicate effectively and efficiently across all CA stakeholders including with the business, technical teams, and leaders.
  • Take technical ownership of tasks and successfully work independently.
  • Performs related duties as assigned.

Qualifications
Required
  • BA/BS in information technology or related discipline or equivalent experience.
  • A minimum of 10-15 years of experience managing and leading a large engineering and operations staff with skills applicable to a large global enterprise environment.
  • Demonstrated experience managing the implementation of technical and process changes in a highly complex infrastructure environment similar to this task. environment and working collaboratively with internal and external stakeholders such as architects, development leads, and operations personnel to gather technical requirements and business needs to design and provision infrastructure capabilities.
  • Demonstrated experience providing leadership for prioritizing, planning, and successfully delivering multiple projects in parallel and in cooperation with a production environment.
  • Experience managing the transition of systems/applications into a cloud environment.
  • Possesses a Top Secret clearance.

Preferred:
  • Demonstrated experience with introducing new technologies and processes to improve service delivery such as availability, management, monitoring, support, patching, and scalability.
  • Possesses an ITIL Intermediate Level Certification (or higher).
  • Possesses a CompTIA Security+ certification.
  • Possesses a PMP.

Work Environment:
  • May require occasional travel between work centers or to client sites.
