The Deputy Assistant Secretary (DAS) for Economic Affairs reports to the Assistant Secretary for Policy
Development and Research and is delegated the responsibility for: providing economic analyses and
intelligence for the use of the Department; analyzing the economic and financial aspects of legislative
proposals and the Department's programs and policies; assessing costs of alternative solutions to housing and mortgage finance problems; analyzing areas of national housing needs, as well as their
interrelationships with Departmental and Federal programs and the national economy.
The DAS for Economic Affairs provides policy guidance, supervisory and technical control over five
divisions: Economic Market Analysis Division; Housing and Demographic Analysis Division; Housing
Finance Analysis Division; Program Parameters and Research Division; and Public Finance and
Regulatory Analysis Division.
MAJOR DUTIES AND RESPONSIBILITIES
As DAS, the incumbent is the principal advisor to the Assistant Secretary for PD&R and to the Secretary in the fields of macroeconomic conditions, local housing market conditions, economic analysis of
regulations, and housing finance. Specifically, these duties include:
  • Analyzing the economic impact of the Department and other Federal legislative proposals, including impact of changes in tax laws on housing and financial markets
  • Providing economic information and analyses and policy recommendations to the Assistant Secretary for the use of the Secretary, Deputy Secretary, and other top officials of the Department
  • Directing surveys of national housing conditions, mortgage markets, and interest rates, and provide recommendations for Departmental policy and program analyses
  • Preparing housing market analyses, results of simulation models, industry housing market models, taxing and finance models, evaluations, and policy recommendations
  • Providing support to the Assistant Secretary in coordinating the development of national economic and taxation policies with other Federal Agencies
  • Providing support for the Assistant Secretary's functions as Departmental representative on Federal interagency economic and statistical task forces
  • Coordinating training, providing technical and policy assistance to Regional and field economists in carrying out their review function for Housing and Community Planning and Development Programs

Qualifications
Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last five (5) years, a political Schedule A, Schedule C, Noncareer SES or Presidential Appointee employee in the Executive Branch, you must disclose this information on your resume and to the Human Resources Office.
As a basic requirement for entry into the senior executive service (SES), applicants must provide evidence of progressively responsible executive leadership and supervisory experience that is indicative of senior executive level managerial capability. This experience should be sufficiently broad in scope and at a major management level in a large or complex organization. The ideal candidate will have experience supervising many employees through subordinate supervisors and have experience hiring, developing, and evaluating employees. Typically, experience of this nature is at the GS-15 or equivalent level in the federal service or its equivalent in the private sector.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs)
: Your resume should demonstrate accomplishments that would satisfy these technical qualifications.
MTQ 1: Demonstrated leadership in directing a large-scale and multi-dimensional research program involving the application of economic theory and quantitative techniques to complex social problems (optimally involving housing, mortgage finance, benefit-cost analysis and urban topics).
MTQ 2: Demonstrated leadership in analyzing and interpreting economic trends and research for senior management in government, a large corporation, or a major private institution.
MTQ 3: Demonstrated leadership ability to work and interact effectively with high level government officials and others in an atmosphere of collaboration while encouraging information sharing, constructive feedback, and cooperation from others across organizational boundaries as well as within an organization.
EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Mandatory Technical Qualification (MTQ) requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. If your two-page resume does not reflect demonstrated evidence of the ECQs and MTQs, you may not receive further consideration for the position. These are the five ECQs and their competencies:

ECQ 3 - MERIT AND COMPETENCE: This core qualification involves the demonstrated knowledge, ability, and technical competence to effectively and reliably produce work that is of exceptional quality. (Competencies: Technical Skill, Problem Solving, Agility and Resilience).
ECQ 4 - LEADING PEOPLE: This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. (Competencies: Accountability, Developing Others, Executive Judgement).
ECQ 5 - ACHIEVING RESULTS: This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. (Competencies: Operational Mindset, Innovation, Strategic Thinking).
Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you MUST attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES.
A method to present demonstrated evidence of the ECQs and MTQs is to use the C - C - A - R model (Challenge / Context / Action / Results):
1. Challenge - Describe a specific problem or goal.
2. Context - Talk about the individuals and groups you worked with, and/or the environment in which you worked to tackle a particular challenge (e.g., clients, co-workers, members of Congress, shrinking budget, low morale).
3. Action - Discuss the specific actions you took to address a challenge.
4. Results - Give specific examples of the results of your actions. These accomplishments demonstrate the quality and effectiveness of your leadership skills.
Education
In order to qualify for the Economist position which falls under the 0110 occupational Series, you must meet the following education requirements by 11:59 pm EST on the closing date of the announcement to receive consideration.
Education: A degree in economics that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus
OR
Combination of education and experience: courses equivalent to a major in economics (i.e., at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus) plus appropriate experience or additional education.
NOTE: Applicants must submit all relevant transcripts that demonstrate you possess the required education to meet the Education Qualifications.
IN ADDITION TO MEETING THE REQUIREMENTS OUTLINED ABOVE, APPLICANTS MUST ALSO MEET ONE OF THE FOLLOWING MINIMUM YEARS OF EXPERIENCE REQUIREMENTS:
  • Have a master's degree in economics (transcript required) and also have 3 or more years of experience in research into economic phenomena, analysis of economic data, and the preparation of interpretive reports; advice and consultation on economic matters to governmental officials and private organizations or citizens; and the performance of other professional work in economics including supervision and the direction of economists engaged in the various economics programs of the Federal Government OR
  • Have a doctorate and/or J.D. degree in economics (transcript required) and also have 1 or more years of experience in research into economic phenomena, analysis of economic data, and the preparation of interpretive reports; advice and consultation on economic matters to governmental officials and private organizations or citizens; and the performance of other professional work in economics including supervision and the direction of economists engaged in the various economics programs of the Federal Government
