Capital Professional Staffing is conducting a confidential search for an experienced Payroll & Human Resources Manager for a growing organization in Tyler, Texas.
The company operates seven businesses across the construction, energy, industrial services, electrical contracting, structural steel, surveying, and infrastructure industries, with more than 300 employees. This position will lead payroll and HR administration in a fast-paced, multi-company environment.
Position Overview
The Payroll & Human Resources Manager will oversee weekly payroll processing, payroll taxes, payroll accounting, benefits administration, onboarding, employee records, and HR compliance. This position will work closely with executive leadership, Accounting, and Operations.
The strongest candidates will have experience with complex multi-state payroll, certified payroll, union reporting, payroll accounting, employee benefits, and general HR administration.
Primary Responsibilities
  • Process weekly payroll for more than 300 employees across seven operating entities.
  • Administer payroll for salaried, hourly, union, and other employee classifications.
  • Process certified and prevailing-wage payroll.
  • Manage payroll taxes, deductions, garnishments, benefit deductions, reimbursements, and payroll adjustments.
  • Prepare and file Forms 940 and 941, state unemployment reports, and multi-state payroll tax filings.
  • Prepare payroll journal entries and reconcile payroll, tax, benefit, and liability accounts to the general ledger.
  • Support month-end, year-end, and audit activities.
  • Administer employee benefits, including the company’s self-insured health plan.
  • Coordinate onboarding, personnel records, employee changes, workers’ compensation reporting, unemployment claims, and employment verifications.
  • Maintain compliance with payroll, employment, and recordkeeping requirements.
  • Develop and improve payroll and HR procedures.
Qualifications
  • At least five years of progressive payroll and HR experience.
  • Experience processing complex payroll for a multi-company or multi-location organization.
  • Strong knowledge of multi-state payroll taxes and reporting.
  • Experience with certified payroll, prevailing-wage projects, or construction payroll.
  • Knowledge of payroll accounting, journal entries, reconciliations, payroll liabilities, and general-ledger reporting.
  • Experience administering employee benefits and supporting HR operations.
  • Strong Excel and payroll-system skills.
  • Exceptional accuracy, organization, confidentiality, and follow-through.
Experience with union payroll, self-insured benefits, California payroll, construction, pipeline, oil and gas, energy, industrial services, electrical contracting, fabrication, or infrastructure operations is highly preferred.
